WORKSHOP MEETING
CITY COMMISSION
CITY OF WINTER SPRINGS
SEPTEMBER 4, 1984
The Workshop Meeting was called to order by Mayor Torcaso at 7:00 p. m.
Roll Call:

Wander Lake:
City Attorney Frank Kruppenbacher said that last Thursday- Deputy General Counsel
for the Florida Department of Environmental Regulation called regarding the fact
that Boulder Construction had sued the Department alleging that DER maliciously
attempted to exercise jurisdiction of the lake and in the process, maliciously
interferred in the contractual relationships that the City had with Boulder Con-
struction to Boulder's detriment. Attorney Kruppenbacher said we would be getting
a copy of the complaint. DER would like an agreement saying the City would permit
Boulder Construction access to the lake. Apparently, the DER is going to now try
to prove that they did have jurisdiction.

The Commission's position is if the court orders Boulder Construction to restore
the lake, we will allow Boulder to restore the lake and not stand in its way, and
the City would just stay out of it.
1984-85 Fiscal Year Budget:
The Capital Improvement Program was reviewed.
Oscelot Trail. $4,500.00 will be added to the
for Roads/Drainage.
$4,500.00 will be added to repair
$24,500.00 for a total of $29,000.00
In Federal Revenue Sharing, the fence is being installed. The balance will be
put in for this year for recreation.
The underdrains will be installed on Hayes Road; the money is there; it will be an
ongoing thing.
The Total Expenditures of $74,500.00 will be increased $4,500.00.
~1anager Rozansky said he is looking into right-of-ways for Shore Road. Florida Land
Company is to be contacted for this.

City Manager 15%
Police Chief 10%
Fire Chief 10%
Public Works Director/City Engineer - 8%
Director of Administration - 8%
Building Official - 8%
City Clerk - 8%
City Planner - 7%

Salary Adjustments effective October 1, 1984, continued:
Allocated Personnel - 5% cost of living
2% longevity.
September 10, 1984, 7:30 p. m. will be the public hearing for the tentative Budget.
Manager Rozansky said he is going to adjust Federal Revenue and carryover the
money in Recreation, about $14,000. The excess money will be shown as a Fund Balance
to finish this park.
The Health Insurance will be increased about 9% in the budget.
The Fund Balance is now showing $550,~00 could possibly be raised to $750,000.
These funds will be used to adjust salaries and other programs such as the $3,500
contingency and the insurance. On page 13, the Year End Reserves showing $175,000
Manager Rozansky said he would like to increase to $225,000.
