WORKSHOP MEETING
CITY COMMISSION
CITY OF WINTER SPRINGS
JULY 31, 1984
The Workshop Meeting was called to order by Mayor John V. Torcaso at 6:30 p. m.
Roll Call:

Deputy Mayor Buck Adkins, present
Commissioner Jim Hartman, present
Commissioner Inez Linville, present
Commissioner William Jacobs, present
Commissioner Leanne Grove, present
City Manager Richard Rozansky, present
City Attorney Frank Kruppenbacher, present
Planning & Zoning Board Members Present:
Robert Smedley
Richard DeFazio
Taru Joshi
Arthur Hoffmann
Jon Hall
Cindy Kaehler was also present.
Southern Standard Building Code-Swimming Pools:
This item was postponed.
Review of proposed revision to zoning code:
In discussion of Exhibit A, the Commissioner's comments are as follows:
Commissioner Hartman: eliminate size of buildings; delete hours of operation; change
trips per day to number of parking spaces.

Commissioner Adkins: eliminate one half acre and start up to 1 acre; hours should
be limited by exception; cross bottom chart out.
Commissioner Linville: take bottom chart out; do not like hours of operation and
agree with Commissioner Hartman and Adkins.
Commissioner Jacobs:

1984-85 Budget:
Manager Rozansky said there have been a couple changes in the revenues: Ad Valorem
is to be changed from $258,879 to $282,851.00; State Revenue change from $376,607
to $372,216; Manager Rozansky said he thinks the Florida Power Franchise fee estimate
is a preliminary estimate.
Manager Rozansky asked the Commissioners to consider changing the pole fees to $200.00
per pole.

A Workshop Meeting was set for Aug. 14, at 5:30 p. m. to approve salaries and go over
the Departments line by line.
Discussion of Assessments on Moss Road Project:
Attorney Kruppenbacher said most cities take the money up front, but it can be done
any way.
