WORKSHOP MEETING
CITY COMMISSION
MARCH 20, 1984
CITY OF WINTER SPRINGS
The Workshop Meeting was called to order by Mayor John V. Torcaso.

Terry Zaudtke distributed copies of the NOWSCO Physical Report Summary, (Status
as of March 20,1984). Discussion followed. Attorney Lang is to offer NOWSCO
$2,800,000; they are to give us .95 mgd capacity and bring the plant up to standard.
Attorney Lang will report back to the Commission on April 10, 1984.
1983-84 Budget Review:
Manager Rozansky said he is going to ask to continue the public hearing until April
24. The audit report is in and will be on the agenda for acceptance at the next
. Commission Meeting.
The following changes will be made in the Revenues: Franchise-N.O.W.S.C. changed
to $32,800.00; Gas, increased $2,240.00; Cable, will be increased to $24,890.00;
Zoning will be increased to $10,000; Sale of Capital Equipment will be increased
to $4,100; Fund Balance will be increased to $680,244. That will raise the General
Fund $121,289.50. Capital Improvements change to $71,356.00, up 13,867; Federal
Revenue change to 16,336.00.
In the Police Department, City Manager Rozansky asked the Commission to consider
purchasing a motorcycle and a new radar unit.
In the Fire Department, City Manager Rozansky asked the Commission to consider the
purchase of a 4 wheel drive brush truck in the amount of $4,600 and Manager Rozansky
would like his car to be transferred to the Chief and purchase a new one.
In the Public Works Department, additional money is needed in Repairs and Maintenance
of Equipment and a Hoist. Manager Rozansky asked that $2,445 be put back in; this was
used for the purchase of the new truck. The Commission accepted the City Manager's
recommendations, and the City Manager will give the Commission a letter and finalize
the changes at the public hearing.
Paving of Old Sanford Oviedo Road:
Commissioner Adkins explained the road basically covers Lots 1 through 5 and 6 through
10. The property owners of these ten lots are willing to form a private coop and pave
this road, making it an industrial road (110 ton asphalt road, 8 inches soil cement
sealed and l~ inch of asphalt. The owners feel that once it is paved, the maintenance

costs to the City will be greatly reduced and they would like a letter from the City
accepting the road for maintenance. There was no objection to this.
The Commissioners are getting a lot of complaints on Seminole Cablevision and they
asked for a representative of Seminole Cablevision to be at the next meeting so they
could find out how to answer these complaints.
Meeting was adjourned 9:35 p. m.
