We have received the first proposed Agreement for Purchase
and Sale of NOWSCO. On December 14, 1983, we met, as your
attorneys, with the attorney for Florida Land to provide him
with our comments. The relevant issues under discussion are:
1. Extent to which City will commit to providing

CYPRESS VILLAGE TWO. PRELIMINARY DEVELOPMENT PLAN
Elwell presentation. Joan Seretti, Harlan Locklin and Associates, representing the
~ applicant made presentation for the applicant. Elwell stated just prior to the meeting
~a letter from the Highland's Homeowners' Association was delivered approving of this
project subject to compliance with City Code. Elwell reviewed the Staff Report clarifying
the conditions the Staff deemed necessary to assure the project's compliance with the City's
Codes. Discussion. DeFazio moved to approve the Preliminary Development Plan, Cypress
Village Two, for discussion. Smedley seconded. Discussion. Smedley amended the motion
to approve the Preliminary Plan subject to the conditions of the Staff Report.
Hatfield seconded. Vote: Hatfield, aye; Kaehler, nay; DeFazio. aye; Joshi, aye; Smedley,
aye. Motion carried. Original motion as amended which states the application is
approved subject to the conditions of the Staff Report. Vote: Hatfield, aye: Kaehler. nay;
DeFazio, aye; Joshi, aye; Smedley. aye. Motion carried.
REGENCY SEVILLE, PRELIMINARY DEVELOPMENT PLAN
Elwell presentation. Bill Holmes, Conklin Porter and Holmes, representing the applicant
made his presentation. Discussion. Applicant present were Tarmo Purree and Edgar Tornay.
Disc~ssion and questions addressed to the applicants from the Board.
Hatfield moved that the application for the Regency Seville Unit be approved subject to
the conditions as noted by the Staff in the Staff Report, ~~d upon the applicants
ass~rance that adequate pedestrian walkways will be provided for in the final plans.
Josti seconded: Vote: All aye. Motion carried.
The Board cor~ended Walter Elwell for his presentation of the inforffiation in the format
he has initiated.

twenty five (25)feet, shall abut a public street or "private right
of way", and;
16. In accordance with Sec. l4-84(c)(i)b- for the reason that the develop-
ment is multifamily and "more" than 20 residential dwelling units
accessing via a private street (Moree Loop) The City Planner may,
after further consideration, require the applicant to perform an
analysis of traffic impact on Moree Loop, to be submitted with the
"final" development plans, and;
17. In accordance with Sec. 14-93 - the applicant must certify "by illus-
tration" to the satisfaction of the City Planner that "special
provision" will be made in the design of the intersections on Loop
"A" to resolve traffic problems which may arise from the angles of
intersection (400, 650) not being shown to City standard (no less than

The Applicant (identified above) requests that:
03. The City Commission sanction approval of the preliminary plan .recommended
by the Planning and Zoning Bd., and impose the conditions specified
(identified above), and further;
The City Planner/Elwell and the agent for the applicant (Senior Planner/
Cerretti, Harling Locklin & Assoc. Inc.) concur that:

Certain specific commission action (waivers) that may be required by the
City Code (Sec. 14-95, and Sec. l14-1l9(b)) relative to certain conditions
to be imposed (No.18, page 3, and; No. 21, page 3, of the 12 Dec. 83
STAFF REPORT) may be addressed by the City Commission more expeditiously
in the course of final plan review/action, when the applicant's presen-
tation of sidewalk and street plans become more refined, and the City
Planner's interpretation of the Code becomes clarified, and;
