PURPOSE: The purpose of this agenda item is to request the City Commission's approval to
withdraw an application for a Ferry Boat Discretionary Grant for the Central
Winds Water Taxi
CONSIDERATIONS:
• The Central Winds Water Taxi Project was selected in February 2009 for federal earmark
funding in the amount of $190,000. The earmark was based on a request sent from the
City to Congressman John Mica's office in March 2008.
A Ferry Boat Discretionary Program FY 2009 Project Application was submitted to the
Federal Highway Administration (FHWA) in April 2009. FHWA reviewed the
application and determined that it did not sufficiently demonstrate compliance with the
statutory requirement that the operating authority and the amount of fares charged for
passage on such ferry be under the control of the State or other public entity (ref. 23 USC
129(c)(4)).
Since the City would have to be the operating authority for the Central Winds Water Taxi
(as opposed to outsourcing it to a private entity), Staff recommends withdrawing the
grant application.
Staff has confirmed that the earmark cannot be utilized for any purpose except for a water
taxi project because the earmark is funded by the Water Taxi Federal Discretionary
Program.

Staff recommends the City Commission approve the withdrawal of the Ferry Boat
Discretionary Grant Application for the Central Winds Water Taxi.
