Meeting Authorization
REQUEST: Police Department requesting the Commission to give approval to expend
$2,214.88 from the Federal Law Enforcement Trust Fund to the Narcotics Overdose
Prevention and Education Program (HOPE)
PURPOSE: To seek the consent of the Commission to support a new substance abuse
program designed for junior and senior high school students in cooperation with other
law enforcement agencies throughout Seminole County.
CONSIDERATIONS: The City of Winter Springs Police Department has been
requested to share in the funding for this training commencing with the 2009-2010 class's
of junior and seniors at Winter Springs High School. The total start-up of this program for
the first year will be $17,719.00 which includes training for the instructors, materials,
equipment, etc. Each of local law enforcement agencies in Seminole County are requested
to contribute $2,214.88 as their share of the start-up cost for this program. There is a
reoccurring annual license fee of $2,500.00 that will also be divided among the agencies
in their budget process each year. All of the Police Departments in Seminole County and
the Seminole County Sheriff's Department assist the various high schools in supporting
this type of worthwhile program. The Federal Equable Sharing Agreements and F.S.S.
932.7055 4(a)1., and subsection 3 requires that a percentage of seized funds will be taken
from the Law Enforcement Funds for drug education with the approval of the City
Commission.
FUNDING: Existing funds from the Federal Law Enforcement Fund that currently has
a balance of $14,400.00 from drug forfeiture cases.
RECOMMENDATION: Approve the expenditure of $2,214.88 from the Federal
Law Enforcement Trust Fund to participate in the NOPE program for Winter Springs
High School.
IMPLEMENTATION SCHEDULE: Immediately upon approval by Commission.
