WORKSHOP MEETING
CITY COHHISSION
CITY OF WINTER SPRINGS
NOVEMBER 15,1983
The Workshop Meeting was called to order by Mayor John V. Torcaso.

Municipal Complex:
Manager Rozansky reported that he and Mr. Monday have looked at the Luttrell and
Cottell property, and Hr. MOi:lday has given a report on those two parcels. Yesterday
Judge Leffler contacted Mr. 'Rozansky anu asked Mr. Rozansky to send him a letter
telling him what the City is interested in, and what their plans are. Another
parcel to be investigated is the Henson property.
The Commission asked Manager Rozansky to enter into some preliminary negotiations
and report back to the Commission by December 6, 1983.
Medical Director:
Manager Rozansky said the City operates an advanced life support service - paramedic
program with communications and dispatches provided by the City. The City has an
agreement with Dr. Newman to provide medical supervision for the program. A letter
of agreement was signed on September 30, 1983, by Dr. Newman and ManagerRozansky for
a year. At a meeting with the Seminole County Public Safety Director during the
FY 83/84 budget preparations, Manager Rozansky informed the Director that he would
invite him to a Workshop Meeting so that we could work out some of the problems
with us going to the County. On November 2, 1983 the Fire Chief received a letter
from Dr. Newman informing him that the doctor intended to resign as our Medical
Director because he feels that due to inadequate radio communications he is
prevented from exerting proper medical control. The resignation would be effective
90 days from the 2nd of November. Manager Rozansky discussed the pros and cons of
going with the County, and said he would like to be able to talk to the County,
Chairman Sandra Glenn, Duncan Rose, Gary Kaiser and Dr. Newman. Discussion followed.
Mayor Charles Glascock, Fire Chief Paul Algeri and Councilman Frank Stone of
Casselberry were present. Mayor Glascock said they would be deciding within the
next month whether or not to go with the County or get their own Medical Director.
Mayor Torcaso thanked Mayor Glascock, Fire Chief Algeri and Councilman Stone for
coming to the meeting.
Meeting was adjourned at 9:06 p. m.
