WORKSHOP MEETING
CITY COMMISSION
CITY OF WINTER SPRINGS
SEPTEMBER 6, 1983
The Workshop Meeting was called to order by Mayor John V. Torcaso.
Roll Call:

City Manager Richard Rozansky, present
Commissioners:

Fiscal Year 1983/84 Budget:
Salaries/Personnel:
The Commission was in agreement of a 5% and 2% increase for all employees in the
pay scale. Manager Rozansky recommended that at Budget revision time all employees
be given a 5% increase. The Commission was not in favor of this. Money is in the
budget for promotions.
Recommendations for Department Heads and non-allocated personnel:
Police Chief and Fire Chief - $25,500.00.
Building Official - $23,500.00.
Public Works Director/Engineer - $23,900.00.
City Clerk - $17,200.00.
All other non-allocated personnel - 7% increase.
Manager Rozansky discussed personnel needs, but after reviewing the revenues, no
changes are to be made; possibly at budget revision time some additions could be made.
The Commission discussed changing the City Planner's position, possibly to Director
of Administration and Personnel and creating a position of draftsman/engineering
technician. Miss Koch's salary is to be reviewed in lfurch.
Manager Rozansky is to look for an engineering technician/draftsman, salary between
$14,000 and $17,500.00, to be hired by October 1.
Commissioner Grove read Section 5.03(1) of the City Charter and felt the City
Manager should make a recommendation to the Commission on this position, whether or
not he feels it is needed, what salary and what title should be given to Miss Koch.
Capital Improvements:
Manager Rozansky said after their meeting with the County, we will probably have to
change our priorities. He said the Moss Road project is to be an assessment project;
there was discussion of a bond issue for this project. Another project will be
Sheoah Circle, to dig the creek and do the bridges. Street resurfacing projects
$71,000.00;other drainage improvements including Tuscawilla - small projects around
the City about $12,000. Manager Rozansky said the County was told that we would be
receptive to a transportation study. There is another $10,000 for a shed for the
Public Works Department. Improvements to Wade Street which include moving the
railroad crossing, constructing the road and paving it to the other side of the
tracks is estimated at $80,000.00.

Manager Rozansky said he would make the changes in the budget. A Workshop Meeting
was called for Tuesday before the Regular Meeting.
Meeting was adjourned at 9:00 p.m.
