Attached are the City Engineer's memo and the Staff Review on the
preliminary plan for the Highlands Section 3, Tracts D and E (Loch
Glen Apartments). The. Planning and Zoning Board recommends approval.
A letter is to be provided from Harry Day stating his concurrence with
the 25 foot buffer between the apartments and the golf course.
The preliminary plan is recommended for approval subject to the City
Engineer's memo of April 26, 1982, and the Staff Review dated May 3,
1982.

Subject: Loch Glen Apartments Preliminary Plan.
The Highlands Section 3, Tracts D and E, on the west side of Sheoah
Blvd. across from Sheoah Condominiums, is to be developed with multi-
family units. There will be 128 units in 24 buildings on private
streets with 257 parking spaces. On site will be a clubhouse ~ pool
and office.
The City Engineer's conditions on his approval of the preliminary plan
are stated in his memo of April 26, 1982.
The following additional requirements are added by the Staff:
(1). The final plans shall show the existing median cuts on Sheoah
Blvd. At the north entrance, where no median cut exists, a no left
turn sign shall be required. At the southern entrance, the median cut
shall be widened to allow a left turn. The two-lane exiting driveway
shall be striped and marked with turn arrows.
(2). The Fire Chief requires the dead end of Street C be altered to
provide turnaround space for large vehicles.

(3). The final plans shall include provision for landscaping and
buffering between Sheoah Blvd. and the dwelling units adjacent to it.
(4). Since the development will remain a rental complex for at least
five years before possible conversion, to condominiums, the developer
shall provide documentation verifying provisions for resident management,
maintenance (including roads), and rules and regulations governing the
complex.
The preliminary plan for Loch Glen Apartments has the concurrence of
the owner of the golf course surrounding the property.

I recommend approval of the preliminary engineering for the
subject project, but suggest certain planning elements be closely
examined with particular respect to the entrances.
1. All applicable standard provisos.

2. Finished floor elevations be shown on the final plans with no floor
less than elevation 47.5.
3. No crown of road to be installed below elevation 45.75 within 150 feet
of Sheoah Boulevard.
4. Soils reports must be furnished with final engineering plans together
with recommendations regarding underdrains.
5. Pavement should conform with City specifications for residential roads.
6. Final plans will 'show striping details including directional arrows at
entrances and stop bars.
7. Drainage computations, for retention of post development minus pre-
development 25 year 24 hour storm will be submitted with final plans.
. 8. Where existing swale is disturbed on Sheoah Boulevard culvert will be
installed of not greater than 15" D.

Subject: Preliminary Plan for Foxmoor Unit 4.
The preliminary plan for the final unit in Foxmoor.is discussed in the
attached Staff Review and Engineer's memo.
The Planning and Zoning Board recommended approval on May 5. At that
meeting two additional conditions were added: (I). that the developer
provide a sight screen buffer for the lots adjacent to Casselberry's
public works compound and (2) . that the developer undertake additional
site work in the park area to help dry up the property.

The preliminary plan for Foxmoor Unit 4 is recommended for approval
subject to the Staff Review of May 3 and the Engineer's memo of May 5,
1982, and the above two conditions.

Subject: Foxmoor 4 Preliminary Plan.
Unit 4 completes the Foxmoor subdivision with 65 additional lots on 17 acres.
Included in the plat of Unit 4 is the park previously proposed by Florida Land
Company. Of that 38-acre tract, one portion is actually drainage retention area
for the homesites and roads in Unit 4 and another portion is the area through
which the natural flow of stormwater passes from Casselberry on the south to Gee
Creek to the north of Unit 4.
Since this information was not presented by the developer in connection w.:.th the
park proposal, Florida Land has been required to calculate the acreage within
the 38 acre tract actually used for stormwater management so that the true area
of the park itself may be known.
The City Engineer's conditions on his April 28 approval include a swale connection
between two retention ponds in the "park" area. Such swale will have to be routed
~ around the planned ballfields.
The plan for Unit 4 includes the completion of Panama Circle, the termination
of Lancewood Drive in a court, and the construction of Oakwood Drive. Elmwood
Court, begun in Unit 3, will be extended in Unit 4 as one entrance into the park.
These will be public streets requiring City maintenance.
A legal dispute has arisen at the City limits on the west between the developer
and an existing subdivision in Casselberry regarding storm drainage. The City
requires documentation of the status' of this problem be submitted with the final
engineering plans.
The preliminary plan of Foxmoor Unit 4 is recommended for approval subject to (l).
the Engineer's memo of May 5, 1982, (2). the submission prior to preliminary
approval of accurate acreage figures differentiating Tract A into "park" and
"drainage rights-of-way," and (3). the submission along with final engineering
plans for the subdivision of the engineering for the park development.
