'Ihe Workshop Meeting was called to order by Mayor Troy Piland.

Discussion of the 1982 Evaluation and Appraisal Report on the City's Comprehensive
Plan:
'Ihe City Plarmer. explained that this is the five year report required by the State
to evaluate the status of the Comprehensive Plan. It is written according to the
fonnat prescribed by the Department of Comrmmity Affairs. It includes an update
of all the demographic data on the City. 'Ihe City is 150% bigger now than it was
in 1977; the bulk of this report just brings us up to where we are now. 'Ihe
Plarmer explained that she needed the criticism, corrments, additions, deletions,
etc. from the Comnission. 'Ihere was discussion of roads and tr01i'fic circulation.
'Ihe next step will be to set two public hearings on the Plan.
1982-1983 FY Budget:
Fire Department Budget was reviewed and no changes were made.
On the Paramedic Dept. Budget the health insurance figure was questioned.
Public Works Department Budget was reviewed. Because of the high costs of renting
equipment from the County, Manager Rozansky was asked to contact either the City of
Casselberry or Longwood to see if they would like to rent their motor grader to
the City for a certain fee.
'Ihere was discussion of the fogging program and a possible reduction in that figure.
'Ihere was discussion of the painting of the public buildings.
Staff Agencies:
City Manager's budget was discussed and it was suggested that a contingency of
$5,000.00 be placed in the Manager's Budget.
City Plarmer's Budget - no change.
Building - no change.
Finance and Engineering - Manager Rozansky was asked to separate the Workmen's
Compensation and the Liability Insurance figures. Manager Rozansky is to give
the Comnission a letter on costs of copy machine rental vs. purchase.
City Clerk's budget - no change.

Legal Counsel - Manager Rozansky explained to the Commission that he would like
to do a study on the Public Works program, i.e. organization/operation,etc.

Recreation Department - it was suggested that U.C.F. be contacted to see if they
have some type of program that th~y could come in and do some planning throughout
the year as part of their curriculum, and that funds be budgetted to possibly
implement one of the programs.
General Government:
There was discussion of a pension plan for City employees. Mayor Piland appointed
a committee of Mr. John Hatfield, Mr. Joel Weiss and Mr. Mike Damiano to give some
recommendations to the Commission.
Total Budget is $2,318,406.00 less the $81,000.00 that is to be deducted.
Meeting was adjourned at 8:45 p. m.
