WORKSHOP MEETING
CITY COMMISSION
CITY OF WINTER SPRINGS
MAY 4, 1982
The Workshop Meeting was called to order by Mayor Troy Piland. The meeting was
called for purposes of discussing the revisions to the 1981-1982 Budget.
Manager Rozansky said the line code of his salary would have to be changed. On
page 13, Federal Revenue L.C. 69.2 under General Government Year End Reserve
Manager Rozansky asked the Commission to consider putting that money in recreation.
Commissioner Hartman proposed that the City finish the fencing and clay the ball
fields with an outside contractor. Also to find another location to put in another
ballfield again with an outside contractor for two reasons. One reason is that
the Public Works Department is very busy and they have been working too long
on this field and did not get it right. He also said we need to get the paving
and sewage for this building completed. Commissioner Hartman said he is working
with Sertoma to try and get some restrooms put in. Commissioner Torcaso said
that Sertoma has already agreed to build the restrooms, and Commissioner Hartman
said he would do that. Commissioner Hartman said our recreation has been lacking
for a long time.
Commissioner Adkins said that Mr. Alpert has plans for a bathroom he would donate.
He also asked if there were any plans for soccer fields. Mayor Piland said that
possibly at the Moss Road park we could build a field that would accommodate a
soccer field along with a baseball field.

There was discussion of the need for a Recreation Director.
Mr.Hatfield said a survey will be taken in the Tuscawilla area on the parks and what
the people want.
Mayor Piland asked the Commission if they were ready to address user fees. He asked
the Manager to have the City Planner check with the City of Longwood, Casselberry and
Altamonte Springs in reference to their recreation programs to see if they have full
time people and do they charge user fees; how they support that program and what kind
of dollars are we talking about; how much do they subsidize out of the general fund.
Commissioner Hartman asked if there were more space (that is uncleared) that could
be cleared for a little field.
Mayor Piland asked the Manager to have the Planner check with the Seminole County
School Board to see if there is some possible way to utilize the school grounds
after school hours.
Commissioner Hartman asked Manager Rozansky if the $4,800 was sufficient to complete this
project and put in another ball park somewhere else in the City. Manager Rozansky was
asked to come back with a report as to how far those funds would go.
Commissioner Boyd discussed purchasing of firearms for the Police Department. The
Commission was in agreement to purchase firearms for the Police Department in this
year's budget. The Commission is to set the policy as to the type of firearm, etc.

Commissioner Adkins asked about L.C. 11.12 Commissioner Expense on Page 12.
It was explained that more money has been put in the budget but that a resolution
would have to be passed in order for the commissioners expense check to be
increased.
Commissioner Torcaso asked the City Attorney what the City could do, if anything,
about rent controls and unconscionable rent increases.
Meeting was adjourned at 8:00 p. m.
