The attached Resolution 2009 -40 was discussed
and noted by Attorney Garganese during "Public
Input" at the July 13, 2009 City Commission
Regular Meeting (also explained on page 8 of
the applicable Minutes).
RESOLUTION NO. 2009 -40
A RESOLUTION OF THE CITY COMMISSION OF
WINTER SPRINGS, FLORIDA, RESPECTFULLY
ENCOURAGING SEMINOLE COUNTY TO MAINTAIN
AND APPROPRIATELY FUND THE COUNTY'S PUBLIC
LIBRARY SYSTEM; SUPPORTING SEMINOLE
COUNTY'S PLANNING EFFORTS TO STUDY
INNOVATIVE LIBRARY MANAGEMENT STRATEGIES
AND PROGRESSIVE LIBRARY MANAGEMENT
SERVICES; OPPOSING PRIVATIZATION OF THE
COUNTY'S PUBLIC LIBRARY SYSTEM THAT COULD
NEGATIVELY IMPACT THE LEVEL OF SERVICES
CURRENTLY ENJOYED BY THE CITIZENS OF
SEMINOLE COUNTY; PROVIDING AN EFFECTIVE
DATE.
WHEREAS, the City understands that Seminole County is currently requesting
proposals for library management services for Seminole County's public library system; and
WHEREAS, the City supports Seminole County's planning efforts to find innovative
management strategies and progressive library management services; and
WHEREAS, the City Commission has, however, recently received comments from
citizens expressing concern that Seminole County may be considering privatizing the public
library system and that privatizing said system may potentially reduce levels of service; and
WHEREAS, the City Commission believes that the Seminole County's public library
system is a tremendous asset to the community that should be preserved and appropriately
funded by Seminole County; and
WHEREAS, the City Commission opposes any efforts to privatize Seminole County's
public library system that could negatively impact the level of services currently enjoyed by the
citizens of Seminole County; and
WHEREAS, the City Commission of Winter Springs finds that this Resolution is in the
best interests of the public health, safety, and welfare of the citizens of Winter Springs.
NOW THEREFORE, THE CITY COMMISSION OF THE CITY OF WINTER
SPRINGS HEREBY RESOLVES, AS FOLLOWS:
Section 1. Recitals. The foregoing recitals are hereby fully incorporated herein by this

reference as legislative findings and the intent and purpose of the City Commission of the City of
Winter Springs.
Section 2. City Commission's Statement. The City Commission hereby respectfully
advises Seminole County as follows:
A. The City Commission encourages Seminole County to maintain and appropriately
fund the County's public library system.
B. The City Commission opposes privatizing the County's public library system that
could negatively impact the level of service currently enjoyed by the citizens of Seminole
County.
Section 3. Effective Date. This Resolution shall become effective immediately upon
adoption by the City Commission.
ADOPTED by the City Commission of the City of Winter Springs, Florida, in a regular meeting
assembled on the 13h day of July 2009.
