Home My WebLink About2009 07 13 Consent 202 Contract with Southland Construction for Wade StreetCOMMISSION AGENDA ITEM 202 July 13, 2009 Meeting .CONSENT X INFORMATIONAL PUBLIC HEARING REGULAR MGR /DEPT `~" Authorization REQUEST: Public Works Department requesting authorization to enter into a contractual agreement with Southland Construction, Inc. for construction of Wade Street from the CSX railroad crossing north to Old Sanford-Oviedo Road PURPOSE: The purpose of this agenda item is to request authorization to enter into a contractual agreement with Southland Construction, Inc. for construction of Wade Street from the CSX railroad crossing north to Old Sanford-Oviedo Road in the amount of $200,100 plus 10% contingency, piggybacking off Seminole County Public Works Miscellaneous Construction Contract #CC-1075-06. CONSIDERATIONS: • The Wade Street / S.R. 419 Improvement Project was initially planned as a single project jointly funded by the City and the Florida Department of Transportation to complete the following improvements (see Attachment 1): 1. Wade Street reconstruction from S.R. 419 to Old Sanford-Oviedo Road 2. Addition of a southbound right-turn lane from Wade Street onto S.R. 419 3. Addition of an eastbound and westbound left-turn deceleration lanes from S.R. 419 onto Wade Street 4. Addition of a right-turn deceleration lane on S.R. 419 westbound onto Wade Street 5. Addition of a right-turn deceleration lane on S.R. 419 eastbound onto Sherry Avenue In April 2009, the City received approval of federal Stimulus Plan funding in the amount of $534,000 for construction of all improvements at the S.R. 419 /Wade Street intersection, including the reconstruction of Wade Street from S.R. 419 to the CSX railroad crossing. Wade Street north of the CSX railroad was determined to not be eligible for federal funding. The availability of federal funding required splitting the project into three separate projects based on funding source (city, state, and federal). This agenda item is for the City-funded portion of the project consisting of the reconstruction of Wade Street from the CSX railroad July 13, 2009 Agenda Item #202 Page 2 of 2 north to Old Sanford-Oviedo Road. The intent is to complete this section of Wade Street before the federally-funded project is underway. • Bids were solicited from three contractors under Seminole County's Public Works Miscellaneous Construction Contract #CC-1075-06. This contract was recently re-bid by Seminole County and the unit prices reflect the current construction market. The City also requested a bid from The Middlesex Corporation, piggybacking off the City's current pavement resurfacing contract. Bid results were as follows: Bidder Price 1. Southland $200,100.00 2. CFE $211,103.06 3. Middlesex $215,907.03 4. APEC $219,989.00 • Staff has reviewed the bids and recommends that the bid be awarded to the lowest bidder, Southland Construction, Inc. Southland is available to start right away and the project will have a 60 calendar day duration for completion from the notice-to-proceed date. FUNDING: The project cost is $200,100 plus a 10% contingency. The funding source is the Road Improvement Fund (One-Cent Sales Tax), line code #115-65000-30133. RECOMMENDATION: Staff recommends the City Commission provide authorization to enter into a contractual agreement with Southland Construction, Inc. for construction of Wade Street from the CSX railroad crossing north to Old Sanford-Oviedo Road in the amount of $200,100 plus 10% contingency, piggybacking off Seminole County Public Works Miscellaneous Construction Contract #CC-1075- 06.
