The invocation was given by Mayor Piland. The pledge of allegiance to the flag was led by Scout Mark Craven and Scout Mike Grace. Ro 11 Ca 11 : Mayor Troy Piland, present Deputy Mayor Wilfred Arnold, present City Manager Richard Rozansky, present City Attorney Wallace Stalnaker, present Councilmen: William Jacobs, present John Bennett, present Maureen Boyd, present John Torcaso, present Pub lic Input: Mr. Richard DeFazio, Jackson Circle, asked about the Foxmoor East rezoning. Mary Williamson, Tradewinds Road, said that trucks have been tearing up the roads. Mr. Al Mausner, Antelope Trail, asked Council to consider having a candidates' night. Approval of Minutes of August 26, 1980: Motion was made by Councilman Torcaso, seconded by Councilman Jacobs to approve the minutes of August 26, 1980. Discussion. Vote on the motion: Councilman Torcaso, aye; Councilman Jacobs, aye; Councilman Arnold, aye; Councilman Bennett, aye; Councilman Boyd, aye; motion carried. Mr. Robert Kelly, Casselberry Postmaster did not appear. Budget Fiscal Year 1980/81: City Manager Richard Rozansky reported that his new salary package amounted to $684,753.19. He recommended 2.46 mills for the coming year. Mary Williamson, Tradewinds Road, Mr. Tom Binford, Sheoah Blvd., Richard DeFazio, Jackson Circle, Peter Wasilewski, Holiday Lane, Mr. Al Mausner, Antelope Trail, and George Shriver, Bombay Avenue, all spoke in discussion of the budget. Motion was made by Councilman Bennett that the ad valorem tax remain at 2.05 mills for the forthcoming fiscal year. Seconded by Councilman Arnold. Discussion. Vote on the motion: Councilman Jacobs, aye; Councilman Arnold, aye; Councilman Bennett, aye; Councilman Boyd, aye; Councilman Torcaso, no; motion carried. Manager Rozansky was asked to come back next week with new budget figures based on 2.05 millage rate. Florida Land Lawsuit: Attorney Stalnaker reported there was a hearing today and the Judge modified the order to allow the City to proceed to the next step which would be to come before Council and either ratify or reverse their prior decision to rezone the piece of property (Ord. 210). This would allow the City to put it on the ballot in the November 4th election; however, this is not a final adjudification - it is only a modification of the prior temporary order which will allow the City time to get it on the ballot. If the court enters another order to supercede this order, it will not go on the ballot. Mr. George Guarante, Fisher Road, Mr. Jim Hartman, Sailfish Road, Mr. Richard DeFazio, Jackson Circle, Mr. Peter Wasilewski, Holiday Lane, all spoke in reference to the Lawsuit. . . . . , Special Session, City Council, Sept. 2, 1980 Page 2 79-80-32 Motion was made by Councilman Torcaso that the Council re-affirm approval of Ordinance No. 210. Seconded by Councilman Boyd. Discussion. Vote on the motion: Councilman Arnold, aye; Councilman Bennett, aye; Councilman Boyd, aye; Councilman Torcaso, aye; Councilman Jacobs, aye; motion carried. Mayor Piland reported that the public hearings for the Seminole Utility Company rate increase will be held on Sept. 17 and 18, 1980, with an evening portion on September 17, 1980 commencing at 6:30 p. m. On September 16 at 9:30 Attorney Sam Lewis, Attorney for the Florida Public Service Commission, will assist public witnesses in organizing their testimony that is to be presented at the following hearing. Councilman Arnold reported the bid openings for the fence, lighting and resurfacing of the Tennis Court on Moss Road and the re-roofing of Fire Station No. 1 will be held on Wednesday, Sept. 3 at 2:30 p.m. Meeting adjourned 9:42 p. m.
