BEECIAL SESSION
CITY COUNCIL
CITY OF WINTER SPRINGS
JUNE 2, 1980
The Special Session of the City Council of the City of Winter Springs, Florida, was
called to order by Mayor Troy Piland.
Roll Call:
Mayor Troy Piland, present
Deputy Mayor Wilfred Arnold, present
City Manager Richard Rozansky, absent
City Attorney Wallace Stalnaker, present
Councilmen:
William Jacobs, present
John Bennett, present
Maureen Boyd, present
John Torcaso, absent
Mayor Piland turned the meeting over to City Attorney Stalnaker. The basis for this
meeting being called was for the Council to decide what position the City should take.
Florida Land Company would like to have injunctive relief to delay any action in
order to determine if the signatures on the petition were secured by fraudulent mis-
representation.
The following persons spoke in discussion: Mr. W. Thompson, Ranchlands; Mrs. C.
Shanks, Sailfish Road; Mr. Dave Dearholf, Tuscawilla; Mrs. Mary Williamson, Tradewinds
Road; Mr. G. Guarente, Fisher Road; Mrs. William Hite, Panama Road; Mr. Forbes,
Bahama Road and Mr. Innanen, Highlands.

Motion was made by Councilman Bennett that the City Attorney be directed to defend
the City of Winter Springs on Count 1 in support of Article 10 of the City Charter.
Seconded by Councilman Boyd. Discussion. Vote on the motion: Councilman Jacobs,
aye; Councilman Arnold, aye; Councilman Bennett, aye; Councilman Boyd, aye;
Councilman Torcaso, absent; motion carried.
Meeting was adjourned.
