BUSINESS VISIONING WORKSHOP ~
JUNE 9, 2009 ~
CALL TO ORDER ~

The Business Visioning Workshop of Tuesday, June 9, 2009 was called to Order by ~
Mayor John F. Bush at approximately 7:05 p.m. in the Commission Chambers of the ~
Municipal Building (City Hall, 1126 East State Road 434, Winter Springs, Florida
32708).
The following individuals were present:
Mayor John F. Bush
Deputy Mayor Joanne M. Krebs
Commissioner Jean Hovey
Commissioner Rick Brown
Commissioner Sally McGinnis
City Manager Kevin L. Smith
Mayor Bush welcomed those in attendance, and then introduced each of the City
Commissioners, and then Ms. Marilyn E. Crotty.
Ms. Marilyn E Crotty, Director, Florida Institute of Government, University of Central
Florida, 36 West Pine Street, #204, Orlando, Florida: explained that this Workshop was
part of the City's Strategic Planning process and noted, "I am sure many of you as part of
the business community have engaged in strategic planning in your own businesses; but it
is not that common in local governments. There are many cities and counties all over the
State of Florida who don't ever think long-term."
With further comments, Ms. Crotty added, "In the City of Winter Springs, your Elected
Officials and your Staff have decided that that is not the model that Winter Springs
follows or wants to follow in the future, so they have engaged in this process of
establishing some goals and objectives, identifying priorities, and then moving forward to
address what are really key issues for the people who live in this community; for the
people who work in this community; for the people who raise families; people who retire
here."
Discussion.
Ms. Crotty then asked those in attendance to move into small Visioning discussion
groups and to imagine Winter Springs in the year 2020 and from a "Business perspective,
we want you to share with your group what it will be like to own a business here; to work
in a business here, to do business with the City."

Discussion.
With everyone back in the Commission Chambers, each of the attendees introduced
themselves and spoke briefly about their business.
A representative from each of the smaller Visioning discussion groups explained to
everyone in attendance what each group had discussed and agreed upon as their business
related Vision for the City of Winter Springs in 2020. ~"~
Further discussion.
Those in attendance were then asked to discuss their needs and opportunities in present
day Winter Springs, as they moved back into small Visioning discussion groups.
With everyone back in the Commission Chambers, a representative from each of the
smaller Visioning discussion groups explained to those in attendance what each group
had discussed and agreed upon as their top three (3) needs and opportunities.
Group 1:
Top 3 Needs:
1) Quicker permitting process
2) Aquatic/entertainment center
3) Maintain the quality and aesthetics of the City
3.5) Incentive program to draw businesses into the City
Top 3 Opportunities:
1) The Town Center

2) Better utilization of our environment (water/lakes/rivers/wetlands/parks/Trail)
3) Capitalize on technology via communication, processing, permitting, on-line
services

Group 2:
Top 3 Needs:
1) Promote and advertise a motto that will tell everyone that Winter Springs is the
place to be for business
2) Develop a Historical District (including flowers/flags/lamps/landscaping/walking
path)
3) Incentives to build businesses here
Top 3 Opportunities:
1) Promoting the City will lead to growth and then tax revenues will be increased to
acquire abetter "Police presence, increasing the safety for the residents,
decreasing tax burden on individuals because it will be spread out, and of course
crime is reduced"
2) Historical District will provide a better flow between west and east Winter
Springs; and the creation of new businesses
3) Incentives will help build businesses and allow for the hiring of more employees;
and growing businesses to the next level
Group 3:
Top 3 Needs:
1) Economic Development Council to bring in new businesses
2) More anchor restaurants in the Town Center and other areas of the City
3) Assisted Living near Town Center or medical office buildings
Top 3 Opportunities:
1) Recreation (water taxi/boardwalk/boat type activities on Lake Jesup)
2) Expand amphitheatre for more events in Town Center
3) Work with Seminole County on SeminoleWAY
With further comments on starting the process sooner than later, Ms. Crotty said,
"Message to the Elected Officials, don't wait on this. Start doing it now. It's important
and should move to the top of the list."
Discussion followed on communication, website, Town Center signage, where is
downtown Winter Springs; promoting Winter Springs; and events.

In conclusion, Mayor Bush and Members of the City Commission addressed those in
attendance.
Mayor Bush adjourned the Business Visioning Workshop at approximately 9:25 p.m.
