REQUEST: The Chief of Police, requesting the City Commissions approval of Resolution
Number 2009-38, which establishes updated fees for fingerprinting services offered to the public.
PURPOSE: The purpose of this agenda item is needed to request the City Commission approval of
Resolution Number 2009-38 to amend fees for fingerprinting services to establish consistency with
current market rates.
CONSIDERATIONS: Police Department currently provides fingerprinting service for citizens as
do other police agencies in central Florida. The fees in place were set in the late 1970's at $2.00 for
resident or non-resident and are currently the same price. We offer this service to everyone on
Friday afternoons from 2pm to 4pm. We have researched and found that the other agencies have
increased their fees over the years while we have remained the same. Other cities around us are
charging from $5.00 to $10.00 for residents and $5.00 to $15.00 to non-residents.
Inheritably, with our fees lower than the averages of the other agencies we are inundated every
Friday afternoon particularly with non-resident users. This causes additional resources to
accommodate normal business actions for citizens and records personnel.
We are asking to increase our fees as shown below;

RECOMMENDATION: It is recommended that the City Commission approve Resolution
Number 2009-38.

A RESOLUTION OF THE CITY COMMISSION OF THE CITY
OF WINTER SPRINGS, FLORIDA, AMENDING AND
REVISING ITS SCHEDULE OF FEES FOR FINGER
PRINTING SERVICES; AND PROVIDING FOR REPEAL OF
PRIOR INCONSISTANT RESOLUTIONS; AND AN
EFFECTIVE DATE.
WHEREAS, the City is granted the authority, under Section 2(b), Article VIII, of the State
Constitution, to exercise any power for municipal purpose, except when expressly prohibited by
law; and
WHEREAS, the City Commission has the authority to establish fees pursuant to Section 166.201,
Florida Statutes; and
WHEREAS, the City Commission finds it necessary to periodically review its fee schedule pertaining
to uses and activities within the City; and
WHEREAS, the City Commission desires to revise and amend certain fees as set forth in this
Resolution; and
WHEREAS, the City Commission of the City of Winter Springs finds this Resolution is in the best
interests of the public health, safety, and welfare of the citizens of Winter Springs.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF
WINTER SPRINGS, SEMINOLE COUNTY, FLORIDA, AS FOLLOWS:
SECTION 1. Recitals. The foregoing recitals are deemed true and correct and are hereby fully
incorporated herein by reference.
SECTION 2. Fees Established. The City Commission hereby adopts the fee schedule set forth
in Exhibit "A" attached hereto and fully incorporated herein by this reference. The fees set forth in
Exhibit "A" shall b be effective July 1, 2009.
SECTION 3 Repeal of Prior Inconsistent Resolutions. All prior inconsistent resolutions
adopted by the City Commission, or parts of prior resolutions in conflict herewith, are hereby repealed
to the extent of the conflict.
SECTION 4 Severability. If any section, subsection, sentence, clause, phrase, word, or portion
of this resolution is for any reason held invalid or unconstitutional by any court of competent

jurisdiction, such portion shall be deemed a separate, distinct and independent provision and such
holding shall not affect the validity of the remaining portion hereto.
SECTION 5 Effective Date. This Resolution shall become effective on July 1, 2009.
DONE AND ADOPTED in the regular session of the City Commission of the City of
Winter Springs, Florida, this day of , 2009.
