HomeMy WebLinkAbout1979 04 26 Flood Insurance FLOOD INSURANCE MEETING CITY OF WINTER SPRINGS APRIL 26, 1979 Deputy Mayor Wilfred Arnold called the meeting to order at 2:09 p. m. Present: Jim Smith, Federal Insurance Administration Wilfred Arnold, Deputy Mayor Ron Hilton, Jacksonville District Corps of Engineers Bill Holmes, Clark, Dietz & Associates Cal Conklin, Clark, Dietz & Associates Art Barr, Winter Springs Development Corporation Dale Crosby, Florida Land Company Ray Bradshaw, Public Works Director John Bennett, Councilman Mr. Ron Hilton said they are trying to show what they consider to be the finalized maps and give a little brief background - Winter Springs is now participating in the emergency flood phase of the program and what this study does is convert the City from the emergency phase to the regular phase of the program. If the City officials want to stay in the flood insurance program they would need to adopt an ordinance based on those maps, basically it would be requiring building to a certain elevation. Another thing, for new construction, insurance rates will no longer be subsidized - the people will be charged on actuarial basis - in other words if they build to the elevation shown on the map their rates would be fairly reasonable - if for some reason the City issued a variance and they built below the elevation then their rates would go up fairly high. The lending institutions are also tied into this program - they will also get copies of these flood insurance rate maps - and if a developer or individual comes in to a lending institution they have no choice but to require flood insurance. If the City does not r.~ish to participate in this flood insurance program, then the lending institutions could not lend money for those who wish to build in the flood prone areas, and there would be no federal money as far as construction going into these flood prone areas. Mr. Conklin asked when this would go into effect. Mr. Hilton explained in a few weeks the City will be notified of a 90day appeal peariod. After the 90 day appeal pe period if there are any appeals they have to be resolved, and if there were no appeals, we would have to give the City six months to adopt an ordinance, to go along with the regular phase of the program; at the end of the six months the amounts would be printed and become effective. Councilman Arnold asked what if the City does nothing, what are the advantages or disadvantages. The date that the City would have gone into the program would be the date that the City would be actually suspended - no federally regulated money or direct federal money, within the flood prone areas and it also means no insurance could be bought within the city limits. Cal Conklin asked if the City has to verify these elevations. Mr. Hilton said the City does not, most of the cities are . - Flood Ins.Meeting, April 26, 1979 Page 2 requiring the builders or developers to give them a certification of the elevation. Councilman Arnold asked what would be the cost to the City for passing such an ordinance. Mr. Hilton said if the City wants to take the responsibility and verify these elevations, there would be some cost to that. Mr. Conklin asked what would the lending institutions do if you weren't in the program on these borderline situations. Mr. Hilton said the lending institutions would have to make that determination. If the City does not join now, all it would take would be the adoption of an ordinance and they could join the program. There was discussion of building in the 100 year flood areas. There were several corrections to the preliminary report. On page 1, change the meeting from 1967 to 1978. On page 7, all the elevations are wrong - change to: 10 year shoul~ be .l 50 year " " 9.3 lOO year " " 9.8 500 year 11 " 10.6 On page II Section I Gee Creek should he 44.6 instead of 44.3. On page 15 -2.4 Lake Jessup should be -1.7, should read -0.5, 0.8 and the Flood hazard factor 0.l5. The zone should read 83. On the flood insurance rate map Lake Jessup should read Zone 83.
