REGULAR SESSION
CITY COUNCIL
CITY OF WINTER SPRINGS
DECEMBER 4, 1979
The Regular Session of the City Council of the City of Winter Springs, Florida,
was called to order by Mayor Troy Piland. The invocation was given by Councilman
John Torcaso. The pledge of allegiance to the flag was led by City Manager
Richard Rozansky.

Mr. G. Artman, Silvercreek, asked about the article in the newspaper in reference to
the garbage rates and if the swales would be sodded or seeded.
Motion was made by Councilman Torcaso to approve the minutes of November 27, 1979.
Seconded by Councilman Jacobs. Discussion. Vote on the motion: Councilman Jacobs,
aye; Councilman Arnold, aye; Councilman Bennett, aye; Councilman Boyd, aye;
Councilman Torcaso, aye; motion carried.

Mayor:
Appointment of City Attorney:
Mayor Piland recommended the appointment of the law firm of Jones, Morrison and
Stalnaker with Wallace Stalnaker as City Attorney and the other members of the Law
Firm to assist him and serve as his assistant in his absence.
Motion was made by Councilman Arnold to ratify the Mayor's appointment of Wallace
Stalnaker as City Attorney. Seconded by Councilman Jacobs. Discussion. Vote on the
motion: Councilman Arnold, aye; Councilman Bennett, aye; Councilman Boyd, aye;
Councilman Torcaso, aye; Councilman Jacobs, aye; motion carried.
Appointment of City Clerk:
Mayor Piland recommended Mary Norton be reappointed City Clerk.
Motion was made by Councilman Bennett to appoint Mary Norton City Clerk. Seconded by
Councilman Arnold. Discussion. Vote on the motion: Councilman Bennett, aye; Councilman
Boyd, aye; Councilman Torcaso, aye; Councilman Jacobs, aye; Councilman Arnold, aye;
motion carried.
City Attorney Wallace Stalnaker and City Clerk Mary Norton were sworn in by Mayor
Troy Piland.
Election of Deputy Mayor:
Mayor Piland opened the floor for nominations of Deputy Mayor.
Councilman Bennett nominated Councilman Arnold to continue as Deputy Mayor. Councilman
Torcaso nominated William Jacobs for Deputy Mayor.

Motion was made by Councilman Jacobs to close nominations. Seconded by Councilman
Bennett. Discussion. Vote on the motion: Councilman Boyd, aye;.Councilman Torcaso,
aye; Councilman Jacobs, aye; Councilman Arnold, aye; Councilman Bennett, aye; motion
carried.

Designation of appointment to Council of Local Governments:
Mayor Piland recommended the Deputy Mayor serve as representative to the Council of
Local Governments.
Motion was made by Councilman Bennett that the Deputy Mayor be appointed to represent
the City of Winter Springs on the Council of Local Governments. Seconded by Councilman
Jacobs. Discussion. Vote on the motion: Councilman Jacobs, aye; Councilman Arnold, aye;
Councilman Bennett, aye; Councilman Boyd, aye; Councilman Torcaso, aye; motion carried.
Designation of appointment to South Seminole and North Orange County Wastewater
Transmission Authority:
Mayor Piland recommended the Mayor continue to be the City's representative and
the Deputy Mayor as the alternate.
Motion was made by Councilman Bennett that the Mayor continue to be the representative
to the South Seminole and North Orange County Wastewater Transmission Authority and
the Deputy Mayor serve as the alternate. Seconded by Councilman Jacobs. Discussion.
Vote on the motion: Councilman Arnold, aye; Councilman Bennett, aye; Councilman
Boyd, aye; Councilman Torcaso, aye; Councilman Jacobs, aye; motion carried.

Resolution No. 282 - Holidays for City Employees for 1980:
Attorney Stalnaker read Resolution No. 282 in its entirety.
Motion was made by Councilman Bennett for approval of Resolution No. 282. Seconded
by Councilman Jacobs. Discussion. Vote on the motion: Councilman Bennett, aye;
Councilman Boyd, aye; Councilman Torcaso, aye; Councilman Jacobs, aye; Councilman
Arnold, aye; motion carried.
Resolution No. 283 - Resolution of Appreciation to Laurent Pellerin:
Attorney Stalnaker read Resolution No. 283 in its entirety.
Motion was made by Councilman Bennett for approval of Resolution No. 283. Seconded
by Councilman Arnold. Discussion. Vote on the motion: Councilman Boyd, aye;
Councilman Torcaso, aye; Councilman Jacobs, aye; Councilman Arnold, aye; Councilman
Bennett, aye; motion carried.
Hacienda Village Buffer:
City Manager Rozansky explained that on November 9 Councilman Pellerin placed a stop
order on the issuance of certificates of occupancy until there was completion of the
buffer around Hacienda Village. The buffer on Hayes Road is completed but the buffer
on Moss Road is not completed. Mr. Wash1ager has sent a letter to the City and was
present to discuss the problem with Council.

Motion was made by Councilman Arnold that we rescind our directive of last week that
the ban continue until the owner complete the fence and that instead thereof we
substitute a directive that the owner comply with the ordinance and the previous
permits and when the City Manager is convinced that he has so complied the ban on
certificates of occupancy be lifted. Seconded by Councilman Torcaso. Discussion.

City Manager Rozansky explained that on November 9 Councilman Pellerin placed a stop
order on the issuance of certificates of occupancy until there was completion of the
buffer around Hacienda Village. The buffer on Hayes Road is completed but the buffer

Public Hearing for Rate Increase for H. & W. Refuse Service:
Mayor Piland recessed the Regular Session and opened the public hearing for H. & W.
Refuse Service Rate Increase request. Attorney Stalnaker read the notice of public
hearing. Mr. Tony Carioni, owner of H. & W. Refuse Service, Inc., spoke for the
rate increase. No one spoke against the increase. Mayor Piland closed the public
hearing and reconvened the Regular Session.
Motion was made by Councilman Arnold that the requested increase of one dollar per
house per month be approved beginning January 1, 1980. Seconded by Councilman Torcaso.
Discussion. Vote on the motion: Councilman Jacobs, aye; Councilman Arnold, aye;
Councilman Bennett, aye; Councilman Boyd, aye; Councilman Torcaso, aye; motion carried.
Mayor Piland reported that because of the hiring of the City Manager the need for
commissioners no longer exists. However, he would like Deputy Mayor Arnold to
continue in the investment phase of our financial portion of City business as
responsibilities of Deputy Mayor.
Motion was made by Councilman Jacobs that Deputy Mayor Wilfred Arnold continue to
serve the capacity of handling of the investments of the monies of the City. Seconded
by Councilman Bennett. Discussion. Vote on the motion: Councilman Arnold, aye;
Councilman Bennett, aye; Councilman Boyd, aye; Councilman Torcaso, aye; Councilman
Jacobs, aye; motion carried.
. Next Council Meeting is December 11, 1979.
