CITY COUNCIL
CITY OF WINTER ~PRINGS
SEPTEMBER 18, 1979
The Regular Session of the City Council of the City of Winter Springs, Florida, was
called to order by Mayor Troy Piland. The invocation was given by Councilman Laurent
Pellerin. The pledge of allegiance to the flag was led by Councilman John Torcaso.

Public Input:
Mr. W. Askew, 818 Dundee Drive, Highlands, submitted a petition of approximately 180
names requesting Council to take action on installing a speed limit sign on Shepard
Road between the Highlands and U.s. 17-92; paint white crosswalk markings between the
two bike paths at the end of the Highlands property on Shepard Road; and institute a
study on the possibility of a traffic light at the intersection of US 17-92 & Shepard
Road.
Mr. Gary Hunt, Marlin Road, asked about the current status of mosquito control, and
also about the driveways in Sec. 2 & 2A.
Mrs. Maureen Boyd, Silvercreek, asked if Council would waive the sign permit fee for
candidates in the November election.
Public Hearings:
Public Hearing to consider vacating part of the Old Sanford-Dviedo Road, Georges
St. Laurent, Trustee-REsolution No. 271:
Mayor Piland recessed the Council meeting and convened the public hearing for
purposes of hearing comment on Resolution No. 271. Attorney Stalnaker read the
Resolution in its entirety. Mayor Piland read the letter from Florida Land Company
opposing the vacation. Mr. Bill Piloian was present to speak for the vacating.
Mayor Piland closed the public hearing and reconvened the Regular Session.
Motion was made by Councilman Bennett to adopt Resolution Number 271. Seconded by
Councilman Torcaso. Discussion. Vote on the motion: Councilman Jacobs, aye; Councilman
Arnold, aye; Councilman Bennett, aye; Councilman Pellerin, no; Councilman Torcaso, aye;
motion carried.
Public Hearing for proposed Ordinance No. 202-rezoning Tract A, of Lots 17 & 18,
Block B, Oak Grove Park:
Motion was made by Councilman Jacobs to read Ordinance No. 202 by title only.Seconded
by Councilman Pellerin. Discussion. Vote: Councilman Jacobs, aye; Councilman Arnold,
aye; Councilman Bennett, aye; Councilman Pellerin, aye; Councilman Torcaso, aye;
motion carried.
Mayor Piland recessed tpe Regular Session and opened the public hearing. Attorney
Stalnaker read Ordinance No. 202 by title only. Mr. Askew spoke against the re-zoning.
Mayor Piland closed the Public hearing and reconvened the Regular Session.

Motion was made by Councilman Torcaso to read Ordinance No. 203 by title only.
Seconded by Councilman Pellerin. Discussion. Vote on the motion: Councilman Jacobs,
aye; Councilman Arnold, aye; Councilman Bennett, aye; Councilman Pellerin, aye;
Councilman Torcaso, aye; motion carried.
Mayor Piland recessed the Council meeting and opened the public hearing for purposes
of hearing comment on Ordinance No. 203-rezoning Tract B, of Lots 17 & 18, Block B,
Oak Grove Park. Attorney Stalnaker read Ordinance No. 203 by title only. No one
spoke against the ordinance. Mayor PIland closed the public hearing and reconvened
the Regular Session.
Motion was made by Councilman Torcaso to approve the minutes of September 4 and
September 13, 1979. Seconded by Councilman Pellerin. Discussion. Vote on the motion:
Councilman Jacobs, aye; Councilman Arnold, aye; Councilman Bennett, aye; Councilman
Pellerin, aye; Councilman Torcaso, aye; motion carried.
Council Seat I - William Jacobs:
The Planning Department Report has been distributed.
Planning & Zoning Board Recommendations of Sept. 12, 1979:
Request of the Presbytery of St. Johns and Jon Zabel for approval of Conditional
Use to construct a church and accessory building on Moss Road (part of Lot 3,
Block A,N.Orlando Ranches Sec. 1):
Mr. Bill Lee, Presbyterian Minister was present for the request. Mr. Mike
Hattaway was present.

Motion was made by Councilman Torcaso to set a public hearing as soon as possible.
Seconded by Councilman Bennett. Discussion. Vote on the motion: Councilman Jacobs,
aye; Councilman Arnold, aye; Councilman Bennett, aye; Councilman Pellerin, aye;
Councilman Torcaso, aye; motion carried. (Public Hearing is to be set for Oct. 9,
1979) .
Request of Robert B. Schumaker and Treetop Properties,owner, to rezone Lots 1
thru 5, Blk. 18, N.Orlando from R-1A to R-3:
Mr. George Shriver of the Planning & Zoning Board explained the actions of the
Planning & Zoning Board. Mr. Mike Hattaway was present to speak for the rezoning.
Motion was made by Councilman Pellerin that we draft the ordinance for the change
of zoning and set the public hearing. Seconded by Councilman Arnold. Discussion. Vote
on the motion: Councilman Jacobs, aye; Councilman Arnold, aye; Councilman Bennett, aye;
Councilman Pellerin, aye; Councilman Torcaso, aye; motion carried.
Lot Split Request - Lot 2, Blk. B, Section 1, N.Orl.Ranches-Wilbur T.Dameron, Jr.:
Motion was made by Councilman Jacobs to approve the lot split and have the Attorney
draw up the Resolution. Seconded by Councilman Torcaso. Discussion. Vote on the motion:
Councilman Jacobs, aye; Councilman Arnold, aye; Councilman Bennett, aye; Councilman
Pellerin, aye; Councilman Torcaso, aye; motion carried.
Lot Split Request - Lot 3l,Blk.A,N.Orl.Ranches, Sec. 2-J. N.Gallagher:
Motion was made by Councilman Jacobs to approve the lot split and have the Attorney
draw up the resolution. Seconded by Councilman Arnold for discussion. Discussion.
Vote on the motion: Councilman Jacobs,aye; Councilman Arnold, aye; Councilman Bennett,
aye; Councilman Pellerin, aye; Councilman Torcaso, aye; motion carried.

Council Seat II - Wilfred Arnold:
The monthly Finance Report has been distributed. Councilman Arnold read the results
of the Qualifying Period for the November 6 Municipal Election as follows:

Gary D. Hunt
Council Seat IV - Maureen H. Boyd
Andrew (Andy) C. Montvai, Jr.
Motion was made by Councilman Pellerin to place on the agenda the matter of waiving
the sign permit fees for the local candidates of Winter Springs running for public
office. Seconded by Councilman Bennett. Discussion. Vote on the motion: Councilman
Jacobs, aye; Councilman Arnold, aye; Councilman Bennett, aye; Councilman Pellerin,
aye; Councilman Torcaso, aye; motion carried.
Motion was made by Councilman Pellerin to waive the sign permit fee for the Winter
Springs City candidates in the November 1979 election. Seconded by Councilman Bennett.
Discussion. Vote on the motion: Councilman Jacobs, aye; Councilman Arnold, no;
Councilman Bennett, aye; Councilman Pellerin, aye; Councilman Torcaso, aye; motion
carried.
Councilman Arnold read the letter of resignation of John W. Daniels from the
Planning & Zoning Board.
Motion was made by Councilman Arnold that the matter of Mr. Daniels' resignation and
the appointment of his successor be placed on the agenda. Seconded by Councilman
Bennett. Discussion. Vote on the motion: Councilman Jacobs, aye; Councilman Arnold,
aye; Councilman Bennett, aye; Councilman Pellerin, aye; Councilman Torcaso, aye;
motion carried.
Motion was made by Councilman Arnold that the resignation of Mr. Daniels from the
Planning & Zoning Board be accepted with regret and that Mr. Joel Weiss, 1203 Winter
Springs Boulevard, Winter Springs, a practicing C.P.A. in the neighborhood and a
faithful and interested attendant at the Council Meetings be nominated to Seat 2
on the Planning & Zoning Board. Seconded by Councilman Jacobs. Discussion. Vote on
the motion: Councilman Jacobs, aye; Councilman Arnold, aye; Councilman Bennett, aye;
Councilman Pellerin, aye; Councilman Torcaso, aye; motion carried.
Council Seat III - John Bennett:
Monthly Police Department Report has been distributed.
Council Seat IV - Laurent Pellerin:
Monthly Building and Public Works Departments reports have been distributed.
Council Seat V - John Torcaso:
Monthly Fire Department Report has been distributed.
City Manager - Richard Rozansky:
City Engineer Cal Conklin was present to speak to Council about the street problems,
and his recommendations. Mr. Charlie True, Winter Springs Development was also present.

Motion was made by Councilman Arnold that Mr. Ca1 Conklin, the City's Consulting
Engineer, is requested to come up with some subdivision regulations and other code
changes to do these and he be requested to consult with the major developers in
the area as well as our City Attorney. Seconded by Councilman Bennett. Discussion.
Vote on the motion: Councilman Jacobs, aye; Councilman Arnold,aye; Councilman
Bennett, aye; Councilman Pellerin, aye; Councilman Torcaso, aye; motion carried.

Mayor Piland reported that the Board of Directors of the Florida Municipal Se1f-
Insurers Fund would be using the additional funds to increase umbrella coverage
instead of giving a second dividen~~
The next Council Meeting will be October 2, 1979.
