Public Input:
Mrs. Case,123 Burgos Road, asked if the \Veeds in the ditch directly behind Burgos
Road could be cut down by the City. The City Manager Iyas asked to contact the County
for their equipment to mo,,, the ,"eeds.
Approval of Minutes of May 8, 1979:
Motion was made by Councilman Torcaso to approve the minutes of May 8, 1979. Seconded
by Councilman Jacobs. Discussion. Vote on the motion: Councilman Jacobs, aye; Councilman
Arnold, aye; Councilman Bennett, aye; Councilman Pellerin, aye; Councilman Torcaso, aye;
motion carried.
Motion was made by Councilman Pellerin to read Ordinance No. 192 (rezoning request
of Florida Power Corp. from RCl to RlAA) by title only. Seconded by Councilman
Arnold. Discussion. Vote on the motion: Councilman Jacobs, aye; Councilman Arnold,
aye; Councilman Bennett, aye; Councilman Pellerin, aye; Councilman Torcaso, aye;
motion carried.
11ayor Piland recessed the Regular Session and convened the public hearing for
Ordinance No. 192. Attorney Cook read Ordinance No. 192 on second reading by title
only. Mr. Chris Bell of Florida Por"rer Corporation said they are working with the
developer in stabilizing the roads and they are working on the south b~undary -
they would have to stabilize the road to bring their equipment in. No one spoke
against the ordinance. Mayor Piland closed the public hearing and reconvened the
Regular Session.
Motion was made by Councilman Torcaso to adopt Ordinance No. 192 on second reading
by title only. Seconded by Councilman Bennett. Discussion. Vote on the motion:
Councilman Jacobs, aye; Councilman Arnold, aye; Councilman Bennett, aye; Councilman
Pellerin, aye; Councilman Torcaso, aye; motion carried.
Motion was made by Councilman Arnold to read Ordinance No. 194 (amending Sec. 17-2 (a)
of the \.Hnter Springs Code of Ordinances, entit led "Personnel Policy Connnittee", etc.)
on second reading by title only. Seconded by Councilman Bennett. Discussion. Vote on
the motion: Councilman Jacobs, aye; Councilman Arnold, aye; Councilman Bennett, aye;
Councilman Pellerin, aye; Councilman Torcaso, aye; motion carried.
Mayor Piland recessed the Regular Session and convened the public hearing for
purposes of hearing connnent on Ordinance No. 194. Attorney Cook read the second
reading of Ordinance No. 194 by title only. No one spoke against the ordinance.
Mayor Piland closed the public hearing and reconvend the Regular Session.

Motion was made by Councilman Arnold to adopt Ordinance No. 194 on second reading
by title only. Seconded by Councilman Bennett. Discussion. Vote on the motion:
Councilman Jacobs, aye; Councilman Arnold, aye; Councilman Bennett, aye; Councilman
Pellerin, aye; Councilman Torcaso, aye; motion carried.
City Manager - Richard Rozansky:
Manager Rozansky contacted the Seminole County Commercial Appraiser who said we should
notify the County that the City is making the zoning change along S.R. 434 between
Sherry and Wade Streets. He also said this would not result in an increase in the
assessment on the property, but should the property be sold as commercial then it
would be appraised and assessed as commercial. Manager Rozansky was asked to contact
the County and get this in writing.
In reference to the engineer's bill, Mayor Piland said we should be aware of how
many people they are assigning to a project and we should have some control on
how many people are working on the project prior to being billed.
Manager Rozansky reported that CETA nOw has new rules; he will know on Thursday if
they will pay over the $6635 annual wage.
The North and South Edgemon paving bids will be opened on Thursday, May 17. The
next step will be the resolution and this will be on the agenda for next meeting.
The Planner is working on the park sites and she will have this ready in a couple
weeks.

Council Seat I - William Jacobs:
Attorney Cook read Ordinance No. 196 in its entirety. Ordinance No. 196 is the re-
zoning from C-2 to C-l on the Binford property on Moss Road. Laurent Pellerin, Jr.,
Mary Williamson, Mrs. Powell and Mr. Powell spoke in discussion. The public hearing
is set for June 12, 1979.
Council Seat II - Wilfrecl Arnold:
Mr. Bill Leedy said the Bond issue vIill close on Friday, May 18,1979, at 10:00 a.m.
at the Pan American Bank Building in Orlando. The Mayor 2nd City Attorney need to
be there and the Mayor is to sign all the bonds.
Councilman Arnold said Ordinance No. 194 authorizes the Council to designate an
elected official as an ex-officio member for the Personnel Policy Committee.
Councilman Arnold asked for recommendations and this will be on the agenda for the
next meeting.
There will be a Workshop Meeting May 17, 1979 at 4:00 p. m. to discuss the budget.
Council Seat IV - Laurent Pellerin:
Councilman Pellerin asked that we negotiate with the County for a total road
maintenance program.
Motion was made by Councilman Pellerin that we bring the current sign ordinance
Sec. 5.114 on the agenda. Seconded by Councilman Torcaso. Discussion. Vote on the
motion: Councilman Jacobs, aye; Councilman Arnold, aye; Councilman Bennett, aye;
Councilman Pellerin, aye; Councilman Torcaso, aye; motion carried.

Motion was made by Councilman Pellerin that we place a moratorium not to exceed 30
days on the issuance of permits of all signs. Seconded by Councilman Torcaso for
discussion. Discussion. Vote on the motion: Councilman Jacobs, no; Councilman Arnold,

motion failed.
Motion was made by Councilman Arnold that no building permit to erect, alter,
repair or relocate any sign under provision of Sec. 5-118 of the Code be issued
for thirty days. Seconded by Councilman Pellerin. Discussion. Vote on the motion:
Councilman Jacobs, aye; Councilman Arnold, aye; Councilman Bennett, no; Councilman
Pellerin, aye; Councilman Torcaso, no; motion carried.
Council Seat V - John Torcaso:
Councilman Torcaso suggested that an exhaust fan be installed in the City Hall.
Mayor's Office:
~1ayor Piland reported that the bid opening for paving North and South Edgemon
Avenue will be held on Thursday, 2:30 p.m; and also for the air conditioning
contract for city buildings.
Mayor Piland recommended Mrs. Louise Poole be appointed to the Planning and Zoning
Board.
Motion was made by Councilman Arnold that the Mayor's appointment of Mrs. Louise
Poole to the Planning & Zoning Board be confirmed. Seconded by Councilman Jacobs.
Discussion. Vote on the motion: Councilman Jacobs, aye; Councilman Arnold, aye;
Councilman Bennett, aye; Councilman Pellerin, aye; Councilman Torcaso, aye; motion
carried.

Mayor Piland reported in June the Council Meetings would be held bi-weekly, June
12th and June 26th.
Meeting was adjourned.
