Swale Drainage Problem
Dear Mayor Piland:
In general, numerous areas along Oscelot Trail and Deer Run and
to a very minor extent along Gator Lane and Elk Court have been
experiencing a standing water and soggy swales over the past
several years. We last reported to the City in November 1975
in regards to some suggested modifications to help improve some
of these areas.

The main problem is not area drainage which the swales accomplish
but how to dewater the swales after the storm runoff has past
and groundwater keeps seeping into the swales.
The alternatives that exist are:
1) Revert to closed drainage in terms of more drainage plpes,
Miami gutters and curb inlets.
2) Raise all swales out of the wa~er table area
to within 6"-12" of the roadway edge with sand,
replace all drives with news aprons crossing the
swale.

3) Install underdrains under the bottom of the swales to lower
the water table.
4) Minor grading, filling, redressing, clean out of silted
pipes, raise depressed drives that are too low or replace with
a culvert and drive crossing._
Of the above the first is probably too expensive and may not be
in the best interest of the downstream drainage system because
it would cause increased runoff without the benefits of grass
swale treatment and flow retardants. Number two (2) would cost
e less but it might not s'ol ve the groundwater problem in all cases

and would not provide the required swale flow capacity at
certain swale locations. Number three (3) would be very
expensive and would probably not be needed in all cases.
~umber four (4) would in itself not be drastic enough to
eliminate most of the problems and it could be a reoccurring
operation as our November 1975 letter stated.
We, therefore, recommend a combination of 2, 3 &4. Specifically,
we would initially propose that underdrains be placed on the
north side of Oscelot Trail from about lot #47-48 to lot #88-89
and on Deer Run from lot 66 south side to the north side of lot
54. This will result in a general lowering of the groundwater
table next to the streets in the predominant flow areas. Based
on the underdrain results the swale filling, regrading and dressing
work could be conducted on the other side of the streets. Some
minor dressing and grading in less critical areas could be done
at the onset.
There are a couple of manholes on the north side of Oscelot Trail
which could be converted into swale inlets, thus picking up some
flow prior to the intersection inlets. This could be done in
conjunction with the underdrain installation work.
We estimate that the total program could cost approximately
$37,500. if it is necessary to redress and fill all the swales
e opposite the side that is underdrained.
The underdrain type work and the regrading and fill work
should be contracted out to experienced pipe drews because of
its critical nature. Dress up, driveway repair, pipe cleanout
and culvert installation work could probably be handled by City
forces depending on their work load. The contractor, however,
should finish the areas he starts including dress up and regrassing.
We await further direction as to the procedures you wish to follow
ln implementation of this program.
