City Council
City of Winter Springs
November 30, 1978
The meeting was called to order by Mayor Piland. This Workshop was to
discuss Units II and IV of Tuscawilla and their drainage and paving problems.
Also on the agenda was the renovation of the lake in Unit IV.

Councilman Arnold, present
Councilman Elect Bennett, present
City Engineer Bill Holmes, present
Also present from Winter Springs Development Corporation: Mr. Charles True,
Mr. Roy Dye, and Mr. Herb Munson, a resident of Unit IV Tuscawilla.
Mr. True discussed the modification of the lake control structure. The structure
will be modified and set so that the level of the lake maybe lowered but not
raised from the approved level. The City Council will have to officially set
the level of the lake. Mr. Sheffield was hired by the Winter Springs Development
Corporation to make a prelir.linlary study of the aquatic weed problem and other
enviromental problems of the lake.
Mr. Sheffield discussed several alternative methods of correcting the problems of
the lake. Spraying the weeds and / or drying out the shore line of the lake and
possibly fencing and planing high nutrient absorbing weeds in the fenced area
was one method. This fencing would be done at the drainage pipe outlets. The
decision would have to be made by the residents of the lake property. Mr. Sheffield
said that his test show that the water quality of the lake is good. If the drying
out of the shore line was chosen as the best method, the lake would have to be
lowered from about March to June.
The street problmes of Unit IV were discussed. Winter Springs Development agreed
to repave the streets after the work is done by the City. The method of correcting
the base or where the under drains whould be installed will be up to the City.
The total cost of the project if underdrains were installed would be approximately
$40,000 - $50,000. If soil cement base was used the cost would be lowered to
$20,000 - $23,000.
Unit II of Tuscawilla drainage problems were discussed. The total costs of
correcting the problems would be about $37,500. Winter Springs Development stated
that they would participate no further in this problem. They later agreed to
donate fill dirt (approximately 500 cubic yapds).
There was some dicussion on the Transmission Authority and the City's participation
on that board. Administrative costs were also discussed.
