Before the Special Session, Attorney Massey requested to make a statement reference
Council actions on April 4, 1978. Attorney Massey said he has tendered his resigna-
tion to the Mayor, but because the Charter states the City shall have a City Attorney,
that was why he was present. Mayor Piland said he is in the process of seeking legal
council, and Attorney Massey will serve until an attorney is appointed and approved.
Mayor Piland called the Special Session to order. It was called for the purposes of
hearing Ivy Taylor's request due to her termination. Miss Taylor felt she was being
discr~inated against. There was discussion of information in Miss Taylor's personnel
file. Miss Taylor had several letters that were not in her file. She is to come into
the Clerk's office tomorrow, copies are to be made for all CounciLmen. Miss Taylor is
to be given information from her file. This hearing will be re-schedu1ed for April 18,
1978, 7:00 p.m., Special Session.
The Special Session was adjourned.
Mayor Piland called the Workshop Session to order. The pledge of allegiance to the
flag was led by Councilman Logan.

The first item on the agenda was the Woods. Counci~n Logan reported the Planning
and Zoning Board reviewed and approved the preliminary plan. Mr. Charlie True was
present to speak for the proposed development. This development will be located on
the west side of Tuscawi1la Road. It will be single family detached housing, and
the price range will run from $40,000 to $55,000. Mr. True said he would like
pre1~inary plat approval of Section I, and a prel~inary development plan approval
on the entire plan. Mr. True is to submit a revised set of plans showing the minor
changes in the prel~inary plat and this will be on the agenda for the Regular Session
for action by Council.
Mr. A1 Aiken was present to speak for Florida Land Company for Street Acceptances,
Sheoah Boulevard and the streets in SEction 10 of the Ranchlands. There was
discussion of paving North Edgemon Avenue with Florida Land Company sharing the costs.
The engineer is to be notified to inspect the two sections and give Council a
recommendation.
Mr. Aiken was asked to cheek on cleaning up the old sewer plant area on Moss Road.
The Architectural Review Ordinance provided by Councilman Pellerin was discussed.
One change was to make the Arehitect.uralllev1i:ew.BoD'd a flmctiion of City Council.
The ordinance is to be drawn up, copies given to CounciLmen for their review and
then a public hearing can be set up.
The request by Eddie Felts for a hearing before Council will be held on April 25th
~ at a Special Session before the Workshop Session.

Attorney Massey said he received a reply from Southern States reference their not
paying franchise fees. He said the Clerk would be given a copy of the letter.
Mayor Piland was asked to issue a proclamation for Clean Up - Fix Up Week.
Meeting was adjourned.
