REGULAR SESSION
CITY COUNCIL
CITY OF WINTER SPRINGS
MARCH 7, 1978
The Regular Session of the City Council of the City of Winter Springs, Florida was
called to order by Mayor Troy Piland. The invocation was given by Councilman Larry
Pellerin. The pledge of allegiance to the flag was led by Attorney Gary Massey.

Public Input:
Mr. A. Segers asked for direction to park his truck on his driveway. He was told
he would have to go before the Board of Adjustment.
Mr. Joe Borman, Morton Lane asked if anything could be done about the noise from
the Seminole Raceway duringme-torcycle races.
Motion was made by Councilman Pellerin to approve the minutes of March 1, 1978.
Seconded by Councilman Sabatini. Discussion. Vote on the motion: Councilman Craven,
aye; Councilman Logan, aye; Councilman Daniels, aye; Councilman Pellerin, aye;
Councilman Sabatini, aye; motion carried.
Finance Report, Councilman Daniels:
~ Copies of the monthly report have been distributed. A public hearing is to be
set up for changes to the budget. Any transfers or changes should be given to
Councilman Daniels or the Clerk's office to amend the budget.
Planning & Zoning Report, Councilman Logan:
The monthly report has been distributed and a copy is on file. There will be a
reorganizationa1 meeting on March 9 for the Zoning Board.
There was discussion of the job ~unction the City Planner is performing. This is
to be discussed at the next meeting.
An appeal to the Board of Adjustment decision for a setback variance requested by
Belmont Homes was received.
Motion was made by Councilman Logan to set a public hearing for this appeal.
Seconded by Councilman Pellerin. Discussion. Vote on the motion: Councilman
Craven, aye; Councilman Logan, aye; Councilman Daniels, aye; Councilman Pellerin,
aye; Councilman Sabatini, aye; motion carried.
Motion was made by Councilman Craven to appoint Mr. Wilfred Arnold, Leopard Trail,
to the Elanning & Zoning Board to fill the vacancy left by the resignation of
Walter Parkhurst. Seconded by Councilman Daniels. Discussion. Vote on the motion:
Councilman Craven, aye; Councilman Logan, aye; Councilman Daniels, aye; Councilman
Pellerin, aye; Councilman Sabatini, aye; motion carried.

Police Department report, Councilman Daniels:
The monthly report has been distributed and a copy is on file.

('t Fire Department Report, Councilman Pellerin:
The monthly report has been distributed and a copy is on file. Councilman
Pellerin discussed the line code transfer and the communications back-up system,
and both items will be discussed at the time of the budget amendment public
hearing.
There was discussion of not using fire vehicles for emergency uses such as
removing fallen trees, etc.
Public Works Department, Councilman Sabatini:
The monthly report has been distributed and a copy is on file. Councilman Sabatini
discussed the Building Department report.
Mayor Piland discussed paving of North and South Edgemon Avenues. This is to be
on the agenda for the next Workshop Meeting. Councilman Daniels asked Attorney
Massey to be prepared to advise Council on aspects for assessing property owners.
There was discussion of the hours spent on police car maintenance.
The objection to the change in zoning sent in by Mr. Cliff Jordan has been turned
over to Attorney Massey.
Mr. Larry Cole spoke to Council in reference to the proposed bill creating a
local government study commission to be presented to the Legislature.
Motion was made by Councilman Daniels that the City of Winter Springs approve the
concept of a local government study commission provided however that we vehemently
oppose the composition of the membership in the commission. Also that we oppose
the absoluteness in Section 8 and that we recommend alternative methods of financing
that could be implemented provided the County Commission saw fit to not adequately
fund the Commission. I would further recommend that the Commission membership
include at least ten other members appointed from various interest groups throughout
the County. Seconded by Councilman Craven. Discussion. Vote on the motion:

Pellerin, aye; Councilman Sabatini, aye; motion carried.
Renaming S. R. 434:
Motion was made by Councilman Sabatini that we stay with the name of SR 434.
Seconded by Councilman Pellerin. Discussion. Vote on the motion: Councilman
Craven, aye; Councilman Logan, aye; Councilman Daniels, aye; Councilman Pellerin,aye;
Councilman Sabatini, aye; motion carried.
Mayor Piland appointed Councilman Daniels Finance Commissioner, Assistant Planning &
Zoning and Thomas Craven Police Commissioner, Assistant Finance Commissioner.
