CALL TO ORDER: Me'eting called to order by Chairman Williams at 7:34 p.m.
MINuTEs: Minutes of the March 10, 1977, meeting were approved as submitted
WEDGEWOOD GOLF VILIAS AT TUSCAWILIA: Chairman Williams opened the public in-
put session b.Y calling on developer Joseph Hanratty to make a presentation.
Mr. Hanratty was assisted in the presentation by the architect, Mr. Alan
Berman.
Mayor Piland presented the highlights of the staff review of the Final Deve1-
opnent 1'lan. The staff agreed that the size of the turn-around at the end of
cul-de-sacs is sufficient for emergency vehicles. The staff recommended the
city not accept the streets because they don't meet city standards. The staff
recommended a ban on em-street parking.,
Mr. Charles True, Winter Springs Development Corp., spoke in favor of the pro-
posal.
Members of the P&Z Board asked questions of the developer. Councilman Sines
asked questions relative to the Clark Dietz & Associates report on the Final
Development Plan.
Chairman Williams opened the meeting for citizen comment. The following cit-
izens spoke: Mrs. Shie1a Sines, 1305 Deer Run; Gordon Nelson, 1209 Winter
Springs Boulevard; Tony Whe1and; Fred Rojas, 101 Partridge Circle; Robert
Go11 , 40 Partridge Circle; Charles King, 1013 Gator Lane.
MarION: On a motion b.Y Williams, seconded b.Y Newsome, the Board voted unan-
imously to recommend to the Winter Springs City Council that the Council ap-
prove the Final Development Plan for the first 43 units of the Wedgewood Golf
Villas, provided:
1) That a review is made by Clark Dietz & Assoc. using plans showing
which model will be built on each lot.
2) That the developer complies fully with recommendations made by the
city attorney in his letter relative to a review of the proposal.
3) That a landscaping plan is submitted.
4) That Clark Dietz & Assoc. reviews and approves drift baffles.
5) That a lighting plan is submitted.

Further, the P&Z Board recommends that the Cowlcil consider "establishing a pro-
cedure by which variations of unit placement could be provided, except, on lots
11, 19, and 2S.

REZONING REQUF..sT BY MR. JACK F. GIA'l'TING: Mr. Glatting appeared on behalf of
hi~ application for rezoning from RU to RC1 of 167 acres along Fisher Road.
MOTION: On a motion by Salvagio, seconded by Woodfin, the Board voted unani-
mously to call a Public Hearing on the request at 7:30 p.m. Thursday, April
14, at the Sunshine Park Community Center, and authorized the city clerk to
comply with requirements for proper notice.
SITE OF FUTURE MEETINGS: By consent, the Board agreed to hold all future
meetings at the Sunshine Park Community Center.
NEXT MEETING: Next meeting will be 7:30 p.m. Thursday, April 14, 1977.
ADJOURNMENT: Meeting was adjourned at 10:45 p.m.

of the Highlands, City of Winter Springs

Dear Mayor Piland:
As requested we conducted an inspection on March 3, 1977
of the unoccupied apartments (62 units) located in the
northwest corner of Tract B of The Highlands. Mr. Bradshaw
of the City assisted during the inspection.

The purpose of this inspection was to determine from a super-
ficial review the general structural condition of the com-
plex and the suitability of the existing structures to be
finished for occupance.
The inspection revealed in general that the complex consisting
of a planned 6.2 units was in all stages of construction from
units with only a foundation, stemwall and roughed in plumbing~
to units ready for finish painting and carpets. The construction
in each building was staged such that all units in each build-
ing were at approximately the same degree of completion for
the stage of construction of the respective building.
A summary of the various stages of construction is as follows:

I. 12 units - Trim mostly complete, some utility hardware
needed, end wall is tree damaged (needs repair), units
glassed in and locked. Approximately 70% complete.

II. 8 units - End walls not closed in, all units showed signs
of being vandalized, mostly in terms of broken sound
insulation material between the units; some indication of
roof leakage around vent pipes; no electrical wiring;
pulled in conduits; the units on each end of the building
were in the worst condition; roofing in flat areas showed
contraction stress. General remodeling required to finish

units and repair damage. Only minor structural damage
was noted due to weather exposure. Approximately 40-50%
complete.
III. 8 units - ready for paint and carpeting. One unit broken
into and kitchen hardware and electrical switch~~ were
missing; only minor repair required. Unit 75% complete.
IV. 4 units - about same degree of completion as III above.
Approximately 80% complete.
V & VI. 2 buildings - 8 units total - ready for finish by painting
and carpets. Approximately 85% complete.
VII. 8 units - units up to floor slab with roughed In plumbing
on first floor; wall framing had been toppled some time
ago. This framing is not re-usable. So~e rough~d in
plumbing damaged. Slab could be cleaned up and work
started from that point up.
VIII. 6 uni~s - footing and stern wall and roughed in plumbing
only; ready for floor slab after clean up and repair of
damaged plumbing.
All above areas and units would need exterior clean up. The
site grading work, finish landscaping, and parking lot con-
struction on the entire complex need to be performed.
Further inspection of the roofs of all units should be made
prior to Certification of Occupancy. .
Of the total of 62 units started on this site, 40 are at a
point they could be finished (70% or greater complete), 8
town house units are in need of major repair and further
investigation as to the amount of remodeling required and
14 must be built completely from the slab or foundation area.
We found very little evidence of major structural decay due
to the complex not being completed. That which was found could
probably be repaired cheaper than starting over on the
respective building (II).
The above review does not address compliance or non-compliance
with building codes which are administered by the building
permit process or the certification of occupancy as controlled
by the City.

Attached is a list of proposed purchases that were budgeted
for the current fiscal year. These are all primarily replacement
items that have come about through normal wear and tear. Antici-
pated costs are as follows:
Fire Hose, a, b, & c: $900.00 to $1,000.00
Bunker Gear: d, e, f, & g: $900.00 to ,$l,OOO.QO
Breathing Apparatus, h: $1,100.00.
J These figures are based on last purchases of like items plus
10%.
The letter format, attached, will be mailed to approximately
twelve distributors in the central Florida Area plus the required
advertizing.
All equipment listed, brand names, standards and descriptions,
are of the same now in use in this department. All have been
proven to be satisfactory to our needs and of the most economical
available.

The City of Winter Springs is seeking bid prices for
the following items of firefighting equipment.
a. Fire Hose: 300 ft, 2l" double jacket, coupled,
with pyrolite couplings, 800 lb test.
b. Fire Hose: 100 ft, 2i" double jacket, uncoupled,
800 lb test.
c. Fire Hose: 100 ft, Ii" double jacket, coupled,
with pyrolite couplings, 800 lb test.

d. Helmets, Cairns 900P, with chin strap, eye shield,
ear protector and front piece with department markings.
e. Coats, Globe, Nomex, with removable flannel lining
and standard trim with four 3lt letters on back and with
radio pockets, 40" length and 35" length.
f. Pants, Globe, Nomex, with removable flannel ~ining.
g. Boots, Ranger, Driver (Short) and Stormking (Long).
h. Two lightweight, self contained breathing units,
i.e., MSA 15 minute type with spare bottles.
Sealed bids to be submitted to City Clerk's Office,
City of Winter Springs, 102 North Moss Road, Winter Springs,
FL 32707, not later than 7:30 p.m., April 11, 1977. Further
desired details are available from the fire chief's office.
