REGULAR SESSION
CITY COUNCIL
CITY OF WINTER SPRINGS
FEBRUARY 14, 1977
The Regular Session of the City Council of the City of Winter Springs, Florida was
called to order by Mayor Troy Piland. The invocation was given by Councilman Claude
Ash. The pledge of allegiance to the flag was led by City Attorney Gary Massey.

Motion was made by Councilman Daniels to approve the minutes of January 31, 1977.
Seconded by Councilman Ash. Discussion. Vote on the motion: Councilman Sines, absent;
Councilman Hendrix, aye; Councilman Daniels, aye; Councilman Ash, aye; Councilman
Sabatini, aye; motion carried.
There was no Planning & Zoning report due to the absence of Councilman Sines.
Councilman Daniels asked if there was any completion date of the Comprehensive Plan.
Mayor Piland said we should plan for a workshop with the City Planner to have him
provide us with a timetable.

Fire Department Report, Councilman Hendrix reporting:
The monthly report has been distributed and a copy is on file.
Motion was made by Councilman Hendrix to authorize the Fire Chief to take the old
Ford pumper to Heintzelman Ford to obtain an estimate to get it fixed, and not to
exceed $250.00. Seconded by Councilman Daniels, Discussion. Vote on the motion:
Councilman Sines, absent; Councilman Hendrix, aye; Councilman Daniels, aye;
Councilman Ash, aye; Councilman Sabatini, aye; motion carried.
There was a discussion of smoke detectors. A proposed ordinance is to be drawn up
and will be discussed at the next meeting.
Motion was made by Councilman Hendrix to authorize Fire Chief Charles Holzman to
have the carpeting installed in his office. Seconded by Councilman Ash. Discussion.
Vote on the motion: Councilman Sines, absent; Councilman Hendrix, aye; Councilman
Daniels, aye, subject to approval of a purchase order through normal channels;
Councilman Ash, aye; Councilman Sabatini, aye; motion carried.
Finance Report, Councilman Daniels reporting:
?he finance report has been distributed. Councilman Daniels reported we are doing
o.k.
Motion was made by Councilman Daniels that we be authorized to procure a non-
sophisticated sound system for this building at a cost not to exceed $300, and also
a water fountain ($300 to be designated for each item). Seconded by Councilman
Hendrix. Discussion. Vote on the motion: Councilman Sines, absent; Councilman
Hendrix, aye; Councilman Daniels, aye; Councilman Ash, aye; Councilman Sabatini,
aye; motion carried. These items to be paid out of the Building Fund9for the Community Bldg.
Mayor Piland thanked Mrs. Betty Ash for the drapes she donated for the Community
. Building.

Police Department Report, Councilman Ash reporting:
The monthly report has been distributed and a copy is on file. The detective is now
at the Fire Station in Tuscawilla and the juvenile officer is at the Community Building.
There was a discussion of the County Court system. Councilman Daniels said the following
items should be included as a part of the police report: the number of cases that
were sent to the County; number of cases heard; the number of dismissals the
number of fines received; the total dollars in fines received; the total dollars
collected, and the total number of police officer hours spent in court. Councilman
Daniels said we should send a letter to Arthur Beckwith requesting information be
forwarded to our City regarding our cases sent to County Court.
Public Works Department Report, Councilman Sabatini reporting:
Councilman Sabatini discussed the monthly reports and a copy is on file.
Attorney Massey read Resolution No. 178 on Double Taxation.
Motion was made by Councilman Daniels to adopt Resolution No. 178. Seconded by
Councilman Sabatini. Discussion. Vote on the motion: Councilman Sines, absent;
Councilman Hendrix, aye; Councilman Daniels, aye; Councilman Ash, aye; Councilman
Sabatini, aye; motion carried.
Mayor Piland read Resolution No. 179 for the Humane Society.
Motion was made by Councilman Hendrix to adopt Resolution No. 179. Seconded by
Councilman Daniels. Discussion. Vote on the motion: Councilman Sines, absent;
Councilman Hendrix, aye; Councilman Daniels, aye; Councilman Ash, aye; Councilman
Sabatini, aye; motion carried.

Motion was made by Councilman Hendrix ,to adopt Resolution No. 180 (to extend the
loan on the JACO fire truck for one year) on the reading by title only. Seconded
by Councilman Sabatini. Discussion. Vote on the motion: Councilman Sines, absent;
Councilman Hendrix, aye; Councilman Daniels, aye; Councilman Ash, aye; Councilman
Sabatini, aye; motion carried.
Attorney Massey read Resolution No. 180 by title only.
The Building Department fees were discussed, and the minimum permit was changed to
$10.00 in every area; a permit for the temporary pole is $5.00 and re-inspection
fees are $5.00.
Motion was made by Councilman Daniels to adopt the fees to be charged by the
Builiing Department as discussed and as depicted in the attachment to Resolution
No. 181. Seconded by Councilman Sabatini. Discussion. Vote on the motion:
Councilman Sines, absent; Councilman Hendrix, aye; Councilman Daniels, aye;
Councilman Ash, aye; Councilman Sabatini, aye; motion carried.
Attorney Massey read Resolution NO. 181, which sets the fees for building,
electrical, plumbing and mechanical permits.
Motion was made by Councilman Daniels to adopt Resolution No. 181. Seconded by
Councilman Ash. Discussion. Vote on the motion: Councilman Sines, absent;
Councilman Hendrix, aye; Councilman Ash, aye; Councilman Daniels, aye; Councilman

There was a discussion of Attorney Massey's letter in reference to Sections 6-32 and
5-28 of the Code of Ordinances. An ordinance is to be prepared to add to Sec. 6-32
which would exclude rural areas where there are no water mains, and that if any
other cases come up they will be considered for a variance by Council on a case by
case basis. This pertains to those areas not serviced by water mains. Another
correction should be to require all developers to put in a loop system. Another
item, Placement of hydrants now reads "In all other districts the nearest fire
hydrant shall be not less than 300 ft. from street to roadway edge". This should
be corrected to read - road distance from the house or building must be 350 ft.
along the edge of the road and not 500 ft. in single family districts.
There was discussion of annexation reserve areas, and this is to be researched and
discussed at a later time.
Mayor's Office:
Mayor Piland sent a letter to the Chairman of the Board of County Commissioners
about retaining the road and bridge money and providing the City with total road
maintenance. Commissioner Williams is to bring this before the Board and the
Finance and Public Works Departments and will let us know the result.
The unemployment compensation claim for $754.00 is not to be paid and a letter
is to be sent to Tallahassee in reference to this claim.
Mayor Piland reported that we have advertised for bids for the Public Works project,
extension of the water mains, and there will be a public bid opening on March 7
at 3:00 p. m. at the City Hall. The specifications are in the City Clerk's office
for review.

The insurance bids will be opened next Monday evening, 7:30 P. M. at the Community
Building. This is for the City's Liability Insurance.
The next meeting will be February 28, 1977.
