REGULAR SESSION
CITY COUNCIL
CITY OF WINTER SPRINGS
JANUARY 10, 1977
The Regular Session of the City Council of the City of Winter Springs, Florida
was called to order by Mayor Troy Piland. The invocation was given by Councilman
Don Sines. The pledge of allegiance to the flag was led by Mayor Troy Piland.
Roll Call:
Mayor Troy Piland, present
City Attorney Gary Massey, present
Deputy Mayor John Daniels, present
Councilmen:
Don Sines, present
Ernest Hendrix, absent
Claude Ash, present
John Sabatini, present
Motion was made by Councilman Ash to approve the minutes of January 3, 1977.
Seconded by Councilman Sabatini. Discussion. Vote on the motion: Councilman
Sines, aye; Councilman Hendrix, absent; Councilman Daniels, aye; Councilman Ash,
aye; Councilman Sabatini, aye; motion carried.

Mayor Piland recessed the Regular Session and opened the public hearing for
Ordinance No. 147, an ordinance to lower the utility tax from six per cent to
five per cent. Attorney Massey read Ordinance No. 147 in its entirety. Councilman
Daniels said to add "and sewer" after the words rtbott1ed gas, water" and to delete
the words in Section 1 after "total amount billed." Mrs. Sheila Sines and Mr.
Bob Williams were concerned if this reduction of income might cause an increase in
property taxes. Councilman Daniels said he has never been an advocate of higher
property taxes and this reduction would not necessitate raising property taxes.
Mayor Piland closed the public hearing and reconvened the Regular Session.
Motion was made by Councilman Daniels to approve Ordinance No. 147 as we have
amended it. Seconded by Councilman Ash. Discussion. Vote on the motion:
Councilman Sines, aye; Councilman Hendrix, absent; Councilman Daniels, aye;
Councilman Ash, aye; Councilman Sabatini, aye; motion carried.
Mayor's Office:
Councilman Sines asked the status of the six grants that we have applied for.
Only one has been accepted for review, the other five have been denied.
Councilman Daniels reported on the Council of Local Governments meeting that
was held here on Wednesday.
Mayor Piland reported that he attended a meeting at the Orlando City Hall and
the purpose of the meeting was to discuss the 201 grant offer.
Meeting was adjourned.
