REGULAR SESSION CITY COUNCIL CITY OF WINTER SPRINGS JANUARY 3, 1977 The Regular Session of the City Council of the City of Winter Springs, Florida vms called to order by Mayor Troy Piland. The invocation was given by Councilman Donald Browning. The pledge of allegiance to the flag was led by Mayor Troy Piland. Roll Call: Mayor Troy Piland, present City Attorney Gary Massey, present Deputy Mayor Donald Browning, present Councilmen: Don Sines, present Ernest Hendrix, present John Daniels, present Claude Ash, present Motion was made by Councilman Daniels to approve the minutes of December 20, 1976. Seconded by Councilman Hendrix. Discussion. Vote on the motion: Councilman Sines, aye; Councilman Hendrix, aye; Councilman Daniels, aye; Councilman Ash, aye; Councilman Browning, aye; motion carried. Planning & Zoning Report, Councilman Sines reporting: The monthly building department report has been distributed and a copy is on file. Councilman Daniels asked the status of the Comprehensive Land Plan and Councilman Sines said they are trying to have a basic plan by the end of the month. Mayor Piland recommended that Mr. William Woodfin be appointed to the Zoning Board to fill the vacancy created by Mr. John Sabatini's resignation. . Motion was made by Councilman Browning to ratify the Mayor's appointment of William Woodfin to the Zoning Board. Seconded by Councilman Daniels. Discussion. Vote on the motion: Councilman Sines, aye; Councilman Hendrix, aye; Councilman Daniels, aye; Councilman Ash, aye; Councilman Browning, aye; motion carried. Police Department Report, Councilman Hendrix reporting: The monthly report has been distributed and a copy is on file. Councilman Hendrix pointed out there has been a considerable increase in complaints. Finance Department Report, Councilman Daniels reporting: Councilman Daniels reported that our specifications for the City's Liability insurance are being upgraded. Motion was made by Councilmn Daniels that we advertise the City's insurance package f~r bid for one year with a three year and a five year option. Seconded by Councilman Browning. Discussion. Vote on the motion: Councilman Sines, aye; Councilman Hendrix, aye; Councilman Daniels, aye; Councilman Ash, aye; Councilman Browning, aye; motion carried. Attorney Massey said we could advertise for bids one time. Eublic '~orks Department, Councilman Ash reporting: Councilman Ash reported that three men in that department have been on vacation. Two street lights are needed, one on the corner of Sherry & George Streets and one do\~ on Sherry Street, around 215. . e e Page 2 76-77 -11 Regular Session, City Council, January 3, 1977 . Motion was made by Councilman Ash for approval for a street light at Sherry & George Street and down on Sherry (215). Seconded by Councilman Sines. Discussion. Vote on the motion: Councilman Sines, aye; Councilman Hendrix, aye; Councilman Daniels, aye; Councilman Ash, aye; Councilman Bro,~ing, aye; motion carried. There was a discussion of concrete street markers, and Councilman Ash said he would give a report at the next meeting. Fire Department Report, Councilman Browning reporting: The monthly report has been distributed and a copy is on file and also an annual report. Councilman Daniels commented on the Volunteer Fire Department. He said we cannot take these people for granted, and we cannot underestimate the contribution that these people are making to the City. We owe ~ nebt 0f gratitude to these people. Mayor's Office, Mayor Piland reporting: Mayor Piland discussed the Casselberry Sewer Treatment Plant seepage problem. Copies of the letters are to be given to Councilmen. Letters have been sent out to people asking them to serve on the Taxation Committee. Hayor Piland gave thanks to COu",cj Jman Browning for a job well done on the City Council. Meeting was adjourned. . The Reorganizational Meeting was called to order by Mayor Troy Piland. Roll Call Mayor Troy Piland, present City Attorney Gary Massey, 'resent Councilmen: Don Sines, present Ernest Hendrix, present John Daniels, present Claude Ash, present John Sabatini, present Councilman Don Sines, Councilman John Daniels, and Councilman John Sabatini were sworn in by City Attorney Gary Massey. Councilman Hendrix placed the name of John W. Daniels in nomination for Deputy Mayor. Motion was made by Councilman Hendrix to elect Councilman Daniels,unanimously, Deputy Mayor. Seconded by Councilman Sabatini. Discussion. Vote on the motion: Councilman Sines, aye; Councilman Hendrix, aye; Councilman D8~!o1~, aye; Councilman Ash, aye; Councilman Sabatini, aye; motion carried. . Motion was made by Councilman Daniels to ratify the Mayor's Commissioner Appoint- ments. Seconded by CouncilITk~n Ash. Discussion. Mayor Piland extended a >;..elcome to Councilman Sabatini. Mayor Pi1.and said he has talked to North Orlando Hater & Sewer Corporation and they are agreeable to working out some type of billing, and Councilman Daniels said he has talked to Seminole Utility and they also are agreeable to doing the billing and collecting of garbage bills.
