HomeMy WebLinkAbout1976 08 09 Regular e e August 6, 1976 Subject: Use of & Fees for Community Building . f To: gayor and Council l1embers The appointed committee (Councilmen Ash, Daniels, and Sines) met at City Hall at 6 TI1 on Tuesday, August 3, 1976. The following recommendations are submitted. . 1. City determine there are to be three categories of use for the building, to wit a. Category A. City use -- official meetings of city council and boards, city sponsored events, city recreation program, etc. b. Category B. City-oriented and/or city citizen-sponsored public service use -- Volunteer Fire Department and Ladies Auxiliary, Boy Scouts, Girl Scouts, Homeowners Associations, Citizen sponsored political rally, etc. c. Category C. Commercial/Personal use -- VFW, Jaycees, school groups, wedding receptions, birthday parties, etc. 2. City establish that Vlednesdays will be a "free day" for category B organizations for their meetings. This does not extend to events sponsored by or conducted by these organizations. The use on this day is to be coordinated between the using groups, with the City's Director of Public Works establishing priority for use and/or alloting hours for use, if necess2TY. e 3. City establish the following fee schedule for users of the building. a. Category A uses -- no fee. O. Category Buses -- $10.00 for each time used up to four (4) hours duration, with an additional $1.00 for each hour beyond four. An additional $2.00 to be charged if kitchen is used. c. Category C uses -- $35.00 for each time used up to four (4) hours duration, with an additional $5.00 for each hour beyond four. An additional $5.00 to be charged if kitchen is used. 4. City establish that all users of the building are to be responsible to clean the building after use (to the satisfaction of the Director of Public Works, or his designee), or pay a cleaning fee of $35.00 per use. a. The $35.00 cleaning fee is to be posted in advance of use by all Category Band C users to guarantee proper cleaning, unless specifically waived for a particular one-time use by the City Council. 5. City designate the Director of Public Works to administer, schedule, and collect fees for the use of this building. 6. City reevaluate the fee schedule established herein for adequacy based on actual costs experienced, not later than November 15, 1976. Respectfully submitted, for the coromittee.t-V'~ OHN H. (Bob) Williams be appointed to the vacancy on the Planning and Zoning Board. Bob has served on the Board of Adjustment f.or some time, and has requested appointment to the Planning and Zoning Board. He is fully capable to fill this important position Hith the City. Further request that Robert A. Goll be kept in mind for the next opening on this Board. He is currently serving on the Planning Commission. Further, recommend that Thomas K. Craven, 30 Tarpon Circle, Winter Springs, be appointed to the Board of Adjustment to replace Bob Hilliams. Following is pertinent data on Tom Craven: e Married, wife Betty, two sons, Tom, age 15 and Hark, age 8. BBA, Southeastern University, Hashington, D. C., 1957. Central Florida resident for 18 years, Winter Springs for 2 years. Employed by U. S. Navy as Program Analyst, Naval Training Equipment Center. Also an Independent Insurance Agent and Broker. Serves in U. S. Army Reserve as Chief Harrant Officer, Staff and Faculty, U. S. Army Reserve School, Tampa, Florida. Elder and Youth Adviser, Redeemer Horavian Church, Winter Springs.
