REGULAR SESSION
CITY COUNCIL
CITY OF WINTER SPRINGS
DEC~1BER 20, 1976
The Regular Session of the City Council of the City o"f ~Hnter Springs, Florida was
called to order by Mayor Troy Piland. The invocation was given by Mayor Piland and
the pledge of allegiance was led by Mayor Piland.

Motion was made by Councilman Daniels to approve the minutes of December 13, with
one correction on the third page, change January 3, 1977 to December 20, 1976.
Seconded by Councilman Ash. Discussion. Vote on the motion: Councilman Sines, aye;
Councilman Hendrix, aye; Councilman Daniels, aye; Councilman Ash, aye; Councilman
Browning, aye; motion carried.
Mayor Piland recessed the Regular Session an d opened the Public Hearing for the
rate increase requested by Mr. Zaccare110 of H&W Refuse Service. Mr. Zaccare110
requested an increase of $1.00 to cover his additional e~penses. He distributed
a letter outlining his costs, which is attached to the minutes. Councilman Sines
brought up for discussion mandatory pick-up. Councilman Daniels suggested putting
this on the agenda in January to review the problem. Mrs. Sheila Sines suggested
mandatory pick-up and adding the bill to the ad valorem tax bill. Mayor Piland
closed the public hearing and reconvened the Regular Session.
Motion was made by Councilman Sines that the rate increase requested by Mr. Zaccarello
be approved under the proviso the Council immediately start Workshop Sessions to look
at the full spectrum with the target date of having something done by the end of the
first quarter. Seconded by Councilman Hendrix. Discussion. Vote on the motion:
Councilman Sines, aye; Councilman Hendrix, aye; Councilman Daniels, aye; Councilman
Ash, aye; Councilman Bro~~ing, absent; motion carried.
The rate increase will be effective January 1, 1977, and January 17 Council will
hold a Workshop Session.
Mayor Piland said he will contact the North Orlando Water & Sewer Company and
Councilman Daniels will contact Southern States and Seminole Utility Company to see
if anything can be worked out in regard to this problem.
Councilman Daniels reported that $58,000 was received in November and $71,000 was
spent. Councilman Daniels cautioned the Councilmen about expenditures.
The annexation requested by Mr. William Strickland was discussed.
Motion was made by Councilman Hendrix that the City Attorney set up an ordinance and
hearing for the ordinance as soon as possible and also that the Planning & Zoning
Board at their next meeting take this request under consideration and as soon as
possible between now and the hearing on the ordinance to give a written recommendation
back to the City Council. Seconded by Councilman Sines. Discussion. Vote on the
motion: Councilman Sines, aye; Councilman Hendrix, aye; Councilman Daniels, aye;
Councilman Ash, aye; Councilman Browning, absent; motion carried.

Councilman Daniels reported that we will be able to get an employee for the Public
Works Department through CETA. Councilman Daniels also reported that CETA is
asking for our priorities and he said he feels we should stay with the list we sent
them last year as follows: firemen, City Planner, Public Works Maintenance Man,
electrical inspector and a Public Works Foreman.
Councilman Daniels asked Council to come up with a list of projects that we could
use short-term manpower for that we can ask for funding under the CETA Program.
He asked that the recommendations be given to him.
Councilman Ash recommended that schematic plans of all electrical wiring of trailers
be received before issuing a permit for a trailer.
Motion was made by Councilman Ash that we require a schematic plan on all mobile
homes that come into the City of Winter Springs on their wiring. Seconded by
Councilman Daniels. Discussion. Vote on the motion: Councilman Sines, no;
Councilman Hendrix, no; Councilman Daniels, yes; Councilman Ash, aye; Councilman
Browning, absent; Mayor Piland, no; motion failed.
This will be on the agenda in January after checking with the park owner to find out
if we can get these schematics.
Motion was made by Councilman Hendrix that authorization for the purchase of the
Dodge intermediate from the state bid list be authorized, (cost $4,577.). Seconded
by Councilman Sines. Discussion. Vote on the motion: Councilman Sines, aye;
Councilman Hendrix, aye; Councilman Daniels, aye; Councilman Ash, aye; Councilman
Browning, absent; motion carried.
Mayor Piland reported that at the last Council of Local Governments meeting, the
Councilmmembers agreed to get into the study of a regional type solid waste
disposal plant and the Council asked that each member city provide a representative
to this study group. Mayor Piland recommended Councilman Daniels be appointed to
the Committee on Regional Solid Waste Disposal Study.
Motion was made by Councilman Hendrix that ratification be granted to Councilman
Daniels appointment to the said Committee. Seconded by Councilman Ash. Discussion.
Vote on the motion: Councilman Sines, aye; Councilman Hendrix, aye; Cou~cilman
Daniels, aye; Councilman Ash, aye; Councilman Browning, absent; motion carried.
Mayor Piland discussed the variance requested by Hacienda Village to allow them to
sell mobile homes within the park area. Mr. Massey sent a letter to the Zoning
Board notifying them that the ordinance prohibits this and that a new ordinance
would have to be drawn to allow this. Mayor Piland is contacting the Manager,
Mark Washlager, to see what he wants to do.
There was discussion on the letter from Rev. Robert Clark and Chief Govoruhk
is to look for some model ordinances of other cities for this same situation.

Councilman Hendrix said Chief Govoruhk made a copy of the letter from the City of
Casselberry to the Dept. of Environmental Regulation regarding the sewerage break-
down on the western side of the City. Councilman Hendrix requested that the Mayor's
office have a report regarding the status of the City of Winter Springs vs. the City
of Casselberry and what they are going to do in reference to this breakdown.
