The Regular Session of the City Council of the City of Winter Springs, Florida was
called to order by Mayor Troy Piland. The invocation was given by Councilman Don
Sines. The pledge of allegiance to the flag was led by Police Chief John Govoruhk.

Motion was made by Councilman Daniels to approve the minutes of October 11 and
October 20, 1976. Seconded by Councilman Ash. Discussion. Vote on the motion:
Councilman Sines, aye; Councilman Hendrix, aye; Councilman Daniels, aye;
Councilman Ash, aye; Councilman Browning, aye; motion carried.
Election & Finance Report, Councilman Daniels reporting:
The following people qualified and their names will be on the ballot for the
December 7, 1976 General Election:
Councilman, Seat I: Robert E. Clark, Stephen S. Lind and Donald W. Sines
Councilman, Seat III: John W. Daniels and Margaret C. MCKibben
Councilman, Seat V: John S. Sabatini and Irene E. Van Eepoe1
For the Finance Report, Councilman Daniels reported that at year's end we received
107.3% of the projected revenue and spent 90.7% of the anticipated expenses. We
ended the year in good shape.

Councilman Daniels distributed copies to the Mayor and Councilmen of the proposed
pay scales and a report will be given at the next Council Meeting.
The second reading of Ordinance No. 140, Sign Ordinance, was again discussed. There
are to be changes to the ordinance. One change, there needs to be reference to
Sec. 13-10 which says placement of signs in right-of-ways prohibited - have that
section deleted. Second change, on Page 8, identification signs, add Subsection il E
dealing with the placement of identification signs in right-of-ways, may be granted
by the City Council. Attorney Massey is to make the necessary changes in the ordinance
and this will be on the agenda for the next meeting.
Zoning Board Recommendations:are attached to the minutes.
Motion was made by Councilman Daniels that the request to locate the convenience store
in the specific location requested and to complete the roadway system to include the
access to Winter Springs Boulevard and Northern Way and the cutting of the median in
Winter Springs Boulevard to include the paving of these built roads be approved subject
to the submission of final engineering plans. Seconded by Councilman Hendrix.
Discussion. Vote on the motion: Councilman Sines, aye; Councilman Hendrix, aye;
Councilman Daniels, aye; Councilman Ash, aye; Councilman Browning, aye; motion carried.
Motion was made by Councilman Browning that the purchase of a Waterous Fire and
utility pump from L. C. 2-435 in the amount of $500.00 be approved. Seconded by
Councilman Daniels. Discussion. Vote on the motion: Councilman Sines, aye;
Councilman Hendrix, aye; Councilman Daniels, aye; Councilman Ash, aye; Councilman

Motion was made by Councilman Ash that we buy the signs for the Public Works
Department in the amount of $493.65, Line Code 3-483. Seconded by Councilman
Hendrix. Discussion. Vote on the motion~ Councilman Sines, aye; Councilman
Hendrix, aye; Councilman Daniels, aye; Councilman Ash, aye; Councilman Browning,
aye; motion carried.
There was a discussion of the criteria for buildings built in a Planned Unit
Development. The building department should be able to turn down a house if it
does not meet the deed restrictions. It should be stipulated that in all existing
Planned Unit Developments the building inspector shall not issue permits unless
they are in compliance with deed restrictions, etc.
Motion was made by Councilman Daniels to instruct the Attorney to draft an amend-
ment to the Planned Unit Development Ordinance. Seconded by Councilman Sines.

carried.
The letter from Jones & Bishop, P.A., reference to Variance Request-Hacienda
Village, (copy attached) is to be forwarded to the Zoning Board.
There was a discussion with Mr. Chase who is requesting the City reUnburse him for
the money he spent on repairing the electrical work in his home. Mayor Piland said
he is looking into the electrical problems in Hacienda Village from all aspects.
Mayor Piland gave a report on the Florida League Convention.
