CITY OF WINTER SPRINGS
SEPTEMBER 20, 1976
The Regular Session of the City Council of the City of Winter Springs, Florida was
called to order by Mayor Troy Piland. The invocation was given by Deputy Mayor
Donald Browning. The pledge of allegiance to the flag was led by Councilman Sines.

Motion was made by Councilman Daniels to approve the minutes of September 13, 1976
with the following corrections: On the first page, paragraph that beings "City
Planner Allen Bush," change the second sentence to read:"The figures 21,000 for the
old North Orlando section and 11,000 for Tuskawilla for the year 1990 are better
projections of the city's population than the old information taken from the CALNO
projections". Another correction: the last sentence on the first page insert the
words "intermediate supervisory" between the words the and structure. Seconded by
CounciLman Browning. Discussion. Vote on the motion: Councilman Sines, aye;
Councilman Hendrix, aye; CounciLman Daniels, aye; Councilman Ash, aye; Councilman
Browning, aye; motion carried.

Mayor Piland reported that the Public Service Commission hearing on the North
Orlando Water & Sewer rate increase request has been postponed for one week.
Mayor Piland recessed the Regular Session and opened the Public Hearing for Ordinance
No. 141, an Ordinance submitting an amendment to Section 4.05 of the Charter of the
City of Winter Springs, Florida, to the electors of Winter Springs, calling for a
General Election to vote upon the charter amendment. Attorney Massey read the first
reading of the ordinance in its entirety. After discussion, Mayor Piland closed the
Public Hearing and reconvened the Regular Session.
Motion was made by CounciLman Daniels to adopt Ordinance No. 141 on the first
reading. Seconded by Councilman Sines. Discussion. Vote on the motion: Councilman
Sines, aye; CounciLman Hendrix, aye; CounciLman Daniels, aye; Councilman Ash, aye;
Councilman Browning, no; motion carried.
Motion was made by Councilman Daniels that we waive the ten day waiting period for a
second reading of Ordinance No. 141 on the basis if we do not take this action that
we can not place it on the November General Election ballot. Seconded by CounciLman
Sines. Discussion. Vote on the motion: Councilman Sines, aye; CounciLman Hendrix,
aye; Councilman Daniels, aye; Councilman Ash, aye; Councilman Browning, aye; motion
carried.
Motion was made by Councilman Sines to approve Ordinance No. 141 on the second
reading by title only. Seconded by Councilman Daniels. Discussion. Vote on the
motion: Councilman Sines, aye; Councilman Hendrix, aye; Councilman Daniels, aye;
Councilman Ash, aye; Councilman Browning, no; motion carried.

Mayor Piland recessed the Regular Session and opened the Public Hearing for Ordinance
No. 142, an Ordinance submitting an amendment to Section 4.03 of the Charter of the

City of Winter Springs, calling for a General Election to vote upon Charter
Amendments. Attorney Massey read the first reading of Ordinance No. 142 in its
entirety. Mayor Piland closed the Public Hearing and reconvened the Regular Session.
Motion was made by Councilman Sines to adopt Ordinance No. 142 on the first reading.
Seconded by Councilman Ash. Discussion. Vote on the motion: Councilman Sines, aye;
Councilman Hendrix, aye; Councilman Daniels, aye; Councilman Ash, aye; Councilman
Browning, aye; motion carried.
Motion was made by Councilman Ash to waive the ten day waiting period for the second
reading of Ordinance No. 142. Seconded by Councilman Browning. Discussion. Vote
on the motion: Councilman Sines, aye; Councilman Hendrix, aye; Councilman Daniels,
aye; Councilman Ash, aye; Councilman Browning, aye; motion carried.

reading. Seconded by Councilman Sines. Discussion. Vote on the motion: Councilman

Councilman Browning, aye; motion carried.
Mayor Piland recessed the Regular Session and opened the Public Hearing for Ordinance
No. 143, authorizing the Municipal Courts or County Court, if the Municipal Court is
dissolved, to assess and collect the sum of $1.00 as cost against persons convicted
for violation of municipal.ordinances, etc. Attorney Massey: read the first reading of
Ordinance No. 143 in its entirety. Mayor Piland closed the Public Hearing and re-
convened the Regular Session.

Motion was made by Councilman Hendrix to adopt Ordinance No. 143 on the first reading.
Seconded by Councilman Sines. Discussion. Vote on the motion: Councilman Sines, aye;
Councilman Hendrix, aye; Councilman Daniels, aye; Councilman Ash, aye; Councilman
Browning, aye; motion carried.
Mayor Piland recessed the Regular Session and opened the Public Hearing for Ordinance
No. 144, adoption of the 1976-77 Budget. Attorney Massey read Ordinance No. 144 in
its entirety. Mayor Piland closed the Public Hearing and reconvened the Regular
Session.
Motion was made by Councilman Daniels to adopt Ordinance No. 144 on the first
reading. Seconded by Councilman Hendrix. Discussion. Vote on the motion: Councilman
Sines, aye; Councilman Hendrix, aye; Councilman Daniels, aye; Councilman Ash, aye;
Councilman Browning, aye; motion carried.
Councilman Sines reported on the 11201 Reportll. He said the City Engineer has informed
him that the paperwork on the grant has been sent in. In discussion of the Compre-
hensive Plan, Councilman Sines reported that a book will be kept in the Clerk's
office with each element as it is completed.
There was a discussion on the new Public Works Bill and our priorities of things to
be done are: street road building, drainage and fire hydrant program; public works
maintenance complex, parks completion project and city hall and law enforcement
building. Councilman Daniels said a letter of intent will be sent to Mr. Jones
in Tallahassee listing these four projects.

Councibnan Daniels said we should notify the County that th~y should take over
the maintenance of our roads at their expense. He said we should also notify
the County that we are being double taxed and request that they do something
about it.
A committee was formed to determine pay increases for city employees. The Committee,
appointed by Mayor Piland, is composed of Councilman Daniels, Chairman, Councilman
Ash, Councilman Hendrix and Councilman Browning.
Councilman Browning said the Fire Chief is to come up with a plan to determine
how the hydrants shall be repaired within two weeks with a dollar estimate.
Meeting was adjourned.
