REGULAR SESSION CITY COUNCIL CITY OF WINTER SPRINGS AUGUST 23, 1976 The Regular Session of City Council of the City of Winter Springs, Florida was called to order by Deputy Mayor Donald Browning. The invocation was led by Councilman Claude Ash. The pledge of allegiance to the flag was led by Mr. Nugent Walsh. Roll Call: Mayor Troy Piland, Late City Attorney Gary Massey, Present Deputy Mayor Donald Browning, Present Councilmen: Don Sines, Present Ernest Hendrix, Present John Daniels, Present Claude Ash, Present Motion was made by Councilman Daniels to approve the minutes of August 16, 1976 as written. Seconded by Councilman Ash. Discussion. Vote on the motion: Councilman Sines, aye; Councilman Hendrix, aye; Councilman Daniels, aye; Councilman Ash, aye; Councilman Browning, refrain; motion carried. . Councilman Daniels submitted a proposed Ordinance for Open Excavations and Pits to the City Council and the City Attorney to study. This subject will be on the Agenda at a later date. Mr. Nugent Walsh, Congressman Kelly's administrative assistant was present to speak to the City Council on Federal Funds and Grants available to cities. Mr. Walsh has been assigned to the City of Winter Springs to assist the City Council and Department Heads in locating Federal Funds and Grants, mlso to assist in making applications for these Grants. City Council assigned Councilman Daniels to the Seminar September 17, 1976, with Congressman Kelly at the Sanford Courthouse to discuss these available Grants. City Council placed Councilman Daniels with the responsibility of being the primary contact on this project, Councilman Daniels will keep the City Council updated with the events of this project. Motion was made by Councilman Daniels to instruct the City Attorney to draft an Ordinance to increase the size of the Planning and Zoning Board to seven (7) people with the current abolishment of the Planning Commission and current designation of the Planning and Zoning Board as the official land planning agency. Seconded by Councilman Ash. Discussion. Vote on the motion: Councilman Sines, aye; Councilman Hendrix, aye; Councilman Daniels, aye; Councilman Ash, aye; Councilman Browning, refrain; motion carried. . Seconded by Councilman Hendrix. Discussion. Vote on the motion: Councilman Sines, aye; Councilman Hendrix, aye; Councilman Daniels, aye; Councilman Ash, aye; Councilman Browning, refrain; motion carried. Motion was made by Councilman Daniels that the City Council appoint the Councilman filling the Planning and Zoning Commissionership as the City Council Representative on the Planning Commission. Seconded by Councilman Hendrix. Discussion. Vote on the motion: Councilman Sines, aye; Councilman Hendrix, aye; Councilman Daniels, aye; Councilman Ash, aye; Councilman Browning, refrain; motion carried. The City Council discussed the Budget for the Fiscal Year 1976-1977 and a copy is attached to the minutes. Councilman Sines discussed the need of a City Ordinance for the dollar Police Education Fund. Councilman Sines also informed City Council one certified copy of each City Ordinance be sent to the offices of Mr. Beckwith and Mr. Herring. Workshop Wednesday evening with Mr. Cal Conklin and the Planning Commission to discuss the Regional Sewer Program Number 201. ~ Councilman Daniels asked for the subject of the establishment of an escrow account for monies on deposit with the City be on the Agenda for next Monday, also the establishment of an account for the Police Department Education be on the Agenda also.
