CITY OF WINTER SPRINGS
FEBRUARY 9, 1976
A Workshop was held to discuss the items that Councilman Browning and Councilman
Daniels thought were pertinent to the Civil Service ordinance reference minutes of
January 26, 1976. Councilman Browning presented the items he thought were Unportant.
Councilman Daniels felt it would be a waste of t~e for anyone person to spend time
working up a presentation because of the differing opinions of members of Council.
Councilman Hunter stated that he believed in most respects the Council members were
in general agreement of the items that needed to be covered reference the five items
that were discussed. He also stated that he felt that these items were covered
thoroughly in the existing ordinance as presented. He said in order to get some-
thing accomplished he would be willing to split the five items up among the
Council members and come back with a presentation at a later date.
After much discussion, it was decided that each Councilman would take two items
that were suggested by Councilman Daniels to work on, and these ideas will be
discussed two weeks from tonight, Feb. 23, 1976. Councilman Browning and Councilman
Daniels will work on the Grievance Program, Protection against unjust actions and
Hear complaints unresolved by Department Heads. Councilman Hendrix will work on
Promotion from within, provided qualified and establish seniority system.

The Regular Session of the City Council of the City of Winter Springs, Florida was
called to order by Deputy Mayor Donald Browning. The invocation was given by Deputy
Mayor Donald Browning. The pledge of allegiance to the flag was led by Councilman
Irwin Hunter.

Motion was made by Councilman Daniels to approve the minutes of February 2, 1976.
Seconded by Councilman Hunter. Discussion. Vote on the motion: Councilman Hunter, aye;
Councilman Hendrix, aye; Councilman Daniels, aye; Councilman Ash, aye; motion carried.
The jurisdictional problem between the City and the Public Service Commission was
discussed. Attorney Massey discussed the letter from North Orlando Water . Sewer
Corporation which stated that the Seminole County Board of Commissioners passed
the jurisdiction of rate increases to the Public Service Commission. Deputy Mayor
Donald Browning opened the floor for discussion. Mr. T. Sullivan, Thistle Place,
objected to the rate increase; Mr. Turley, Hacienda Village wants the jurisdiction
of rate increases left with the Council; Walter Gorges, Hacienda Village also wants
the jurisdiction left with the Council; Mrs. Irene Van Eepoel made comments from
Ordinance No. 81 which sets the rates by ordinance; Mrs. Joyce, Bombay Ave. and Mr.
Chase of Hacienda Village spoke in discussion. Also Mr. Moran of Hacienda Village

~ It was decided by Council consensus to send a letter to the Public Service Commission
informing them that the City feels that the jurisdiction for a rate increase
for North Orlando Water . Sewer Corporation comes under the jurisdiction of the
City Council of the City of Winter Springs.
Councilman Hendrix again reminded Council of the joint meeting between the Council
and Zoning Board on February 19th to review the new Planned Unit Development
Ordinance.
Deputy Mayor Donald Browning reported that the rescue vehicle arrived and the volunteers
worked all week-end getting it ready to operate.
A committee was formed to look into the purchase of radios for the Fire Department.
Councilman Browning, Councilman Daniels, Councilman Hunter and Chief Holzman were
appointed to the aommittee and will report back next week.
Motion was made by Councilman Daniels to place on the agenda the passing of a
resolution for a loan of $4,550 from the Southeast First National Bank of Maitland.
Seconded by Councilman Ash. Discussion. Vote on the motion: Councilman Hunter, aye;
Councilman HendriX, aye; Councilman Daniels, aye; Councilman Ash, aye; Councilman
Browning, aye; motion carried.
Attorney Gary Hassey read the Resolution in its entirety.

Hotion was made by Councilman Daniels that the City Adopt Resolution No. 157 and that
the Mayor and City Clerk affix their signatures thereto and also affix the corporate
seal. Seconded by Councilman Hendrix. Discussion. Vote on the motion: Councilman
Hunter, aye; Councilman Hendrix, aye; Councilman Daniels, aye; Councilman Ash, aye;
Councilman Browning, aye; motion carried.
councibDan Daniels reported on Friday, Feburary 13th at 10:30 a.m. the Bicentennial
Committee of Winter Springs will recognize the Winter Springs Elementary School as a
Bicentennial School and will present the flag. Everyone is invited to attend the
ceremony.
Mayor Piland was appointed Chairman of the Local Council of Govermnents of Seminole
County. He reported that the Committee on Double Taxation has been temporarily
abandoned.
Motion was made by Councilman Hendrix to adjourn~ Seconded by Councilman Ash.
Motion carried.
