A t, the Council's request, the Planning &: Zonin,t" Board at a sneciel meet.inn:
on May 1 began its review of the proposed Official Zoninr- Man of the city,
prepared. by the Seminole County Planning'Department.
Aft.er considering comments by representatives of the Count'! Planninr. De-
Part,ment and Florida Land Company, the Board identified 14 nieces of pro-
perty about which t.here is conflict.ing information in terms of its annex-
ation or its current zoning classification.
A question of annexation exists on the following:
Lot #123 (Ordinance #1).
The location of the city limits relative to the western border of Lot
#123.
Lots #12, #17, and #18 of Oak Grove Park (Ordinance' #63 ) .
The Railroad Avenue property in Gardena Farms (Ordinance #64 and the
original Charter).
A tract l~dng south of Lombardy, east of David street, and north of
Buttonwood.
Lot #7, Block "13" of Johns on's Poultry Farm (Ordinanc e #104)..
The south portion of Sunset Drive and the adjacent area of Tract "A,"
Section #3, of North Orlando Ranches due east of Sunset Dx:ive.
8) The portion of Lot #57, Block "D" of D.R . Mitchell's Survey lyin,[",
north of 5-434.
A question of current zoning classification exists on the followin~:
9) Lots #1-5 and #16-20, Bloc~ #7, and Lots #1-12, Block #8 of North
Orlando Terrace, 2nd Edition (Plat Book #12, pp. 55-57).
10) Lots #4, #5, #18, and #19, Block #9 of North Orlando Terrace, 2nd
Edition (Plat Book #12, pp. 55-57).

11) Lots #3, #4, and #5, Block #29 of North Orlando Ranches, 8th Edition.
12) Lots #33, #3l~, and #35 of Entzmineer Farms.
13) A triangular lot south of Oviedo Farms and north of 5-419.
14) An 11.3-acre tract east of Moss Road which includes the old sewage
treatment plant.

The Planning & Zoning Board, being of the opinion that. these 11. question-
able areas must be clarified by legal research, respectfully requests that
the City Council authorize the city attorney to conduct such research and
to report, as soon as possible, his findings and opinions to the PlanninES
& Zonine Board.
Appropriat.e chan.rr,es will be made, based on this research, in the nrouosed
Official Zoning Map, and the amended version then \01111 be recommended by
the Planning &: Zoning Board for ado-ption by the Council.
Because the tract mentioned in No. 14 - 11.3 acres east of Hoss Road -
is the subject of a request for rezoninp, by Florida Land Co~any, and
because the Public Hearinf; on this request has been continued twice, we
further request that the city attorney conduct his research on No. 14
fi:rst and report his opinion to the P&Z Board on that item separat e from
the other 13 listed above.
It is our hope that this research can be done and the opinion presented
to the Board prior to the next P&Z Board meeting on May 8, at which time
the Public Hearing on this tract. will appear on the agenda for the third
time.
The Planning &: Zoning Board, in the interest of time, is prepared to hold
a special meeting as soon as the city attorney completes his research on
items No. 1 through No. 13.
If there are questions concerning this letter or the course of action "Ie
have outlined, please feel free to call on me or any member of the Board.

Due to the number of children walking and riding bicycles
to and from school, number of vehicles passing this corner,
this would give all vehicles equal time plus a safety factor
for the children crossing there:
\ MOSS ROAD: SR-4l9 SOUTH TO TRADEWINDS:
25 MPH
\ WINTER SPRINGS BLVD:
30 MPH - Signs to be posted East and West
bound.
ONE WAY SIGNS: to be posted at each island center East and
West bound traffic. The remainder of Tuskawilla area to be
posted at 25 MPH.

The following signs are also recommended to be posted:
" CITY OF WINTER SPRINGS", on Dyson - at the bridge area,

HACIENDA VILLAGE:
Coming onto SR-434 and Moss Road, there should
be "STOP SIGNS" posted there.

EDGEMOND AND SR-434: .
The County Road (Traffic) Department should be contacted in
reference to a light to be installed in the very near future
as traffic backs up sometimes as much as 1/2 to 3/4 blocks
trying to get onto SR-434.
As it is also a known factor, the planning, purchasing, and
installing of STOP LIGHTS take two or three years unless an
emergency exists.
Plans should be made at this time for the County to install
a " CAUTION - FLASHING" "RED STOP LIGHT" at SR-4311 and Moss
Road for "EMERGENCY" exit of FIRE/POLICE vehicleg as soon
as possible.
Regular traffic signals should be planned at this time of
installation when FOUR LANED at SR-419 and Moss, SR-1I311 and
SR-419, and SR-419 and Tuskawilla Road.

As previously discussed, the following increase/decrease of speed
limits through out the City of Winter Springs is recommended as
follows:
NOTE: Keeping in mind that in recommending these changes the
following factor is also under consideration. The.cost of

and installing new signs. In addition to educating the public
of any changes that may be made in the future.
