REGULAR SESSION
CITY COUNCIL
CITY OF WINTER SPRINGS
AUGUST 11, 1975
The Regular Session of the City Council of the City of Winter Springs, Florida was
called to order by Mayor Troy Piland; and the invocation was given by Mayor Piland.
The pledge of allegiance to the flag was led by Councilman Donald Browning.

Motion was made by Councilman Daniels to approve the minutes of August 4, 1975.
Seconded by Councilman Van Eepoel. Discussion. Vote on the motion: Councilman Hunter,
aye; Councilman Hendrix, aye; Councilman Daniels, aye; Councilman Van Eepoel, yes;
Councilman Browning, aye; motion carried.
Motion was made by Councilman Hendrix to instruct the Attorney to send a letter to
ask Western Land Planning Company to let us know how they plan to utilize that
property (Crooked Creek) and al~o advise them that we are taking under consideration
a possible change of zoning. Seconded by Councilman Van Eepoel. Discussion. Vote on
the motion: Councilman Hunter, aye; Councilman Hendrix, aye; Councilman Daniels, aye;
Councilman Van Eepoel, yes; Councilman Browning, aye; ~ion carried.
In discussion of the Seminole Cab levis ion rate hike request letter, Mayor Piland
asked Attorney Brock to get together with their attorney and let us do what.,-e1l',is
necessary to follow the franchise agreement. Councilman Hunter asked Attorney Brock
to find out what they intend to do with individuals who have paid in advance.

Councilman Daniels said per the ordinance, Seminole Cablevision will provide cable
service to municipal buildings at no cost for installation or service charge. A
letter will be sent asking them to install cable t. v. to the Ready Room.
Motion was made by Councilman Daniels to instruct the Attorney to move forward to
establish franchises with Southern States Utility Company, Winter Park Telephone
Compaay and Southern Bell Telephone Company and to establish a public hearing for
each of these to be heard. Seconded by Councilman Van Eepoel. Discussion. Vote on
the motion: Councilman Hunter, aye; Councilman Hendrix, aye; Councilman Daniels, aye;
Councilman Van Eepoel, yes; Councilman Browning, aye; motio n carried.
Motion was made by Councilman Daniels for approval for the Berkner's to have three
dogs. Seconded by Councilman Van Eepoel. Discussion. Vote on the motion: Councilman
Hunter, aye; Councilman Hendrix, aye; Councilman Daniels, aye; Councilman Van Eepoel,
yes; Councilman Browning, aye; motion carried.
Mrs. Downie asked if anything could be done to clean up Gee Creek as there are rats
and snakes coming out of there. Councilman Hunter informed her that Gee Creek is in
the process of being cleaned at the present tUne.

Motion was made by Councilman Van Eepoel to obtain outside help (outside of City
resources) to get the Lombardy Ditch cleaned up, not to exceed $750.00. Seconded
by Councilman Daniels. Discussion. Vote on the motion: Councilman Hunter, aye;
Councilman Hendrix, aye; Councilman Daniels, aye; CouncibBan Van Eepoel, yes;
Councilman Browning, aye; motion carried.

No. 125. Attorney Brock read the ordinance in its entirety. Councilman Daniels spoke
for the ordinance. Councilman Hunter spoke for the ordinance. Mr. Pellerin and Mrs.
Daniels spoke in discussion and Councilman Hunter spoke against the ordinance. Mayor
Piland closed the public hearing and reconvened the Regular Session.
Motion was made by Councilman Daniels to approve Ordinance No. 125 on the first reading.
Seconded by Councilman Hunter. Discussion. Vote on the motion: Councilman Hunter, aye;
Councilman Hendrix, aye; Councilman Daniels, aye; Councilman Van Eepoe1, yes; Councilman
Browning, aye; motion carried.
Commissioner Hattaway discussed the request by Council of a total road maintenance
program. The price for this would be $420.00 per month. Council is to consider this
~ and it will be on the agenda next week.
Commissioner Hattaway said the County could install a bridge at Hayes Road for the
price of $5,500, and this will be on the agenda next week.
Commissioner Hattaway also sAId the County could install a bike path from Algiers to
Sheoah on the north side of SR 434 for the amount of $700, and this will be on the
agenda next week.
Motion was made by Councilman Browning that we appoint the Mayor to be the representative
bO attend the meeting on August 14, 1975 with the Department of Commerce, Division of
Economic Development. Seconded by Councilman Hunter. Discussion. Vote on the motion:
Councilman Hunter, aye; Councilman Hendrix, aye; Councilman Daniels, aye; Councilman
Van Eepoel, yes; Councilman Browning, aye; motion carried.
Mayor Piland reported that a tentative meeting will be held with the County Commissioners,
here at the City chambers on August 25, 1975.
Motion was made by Councilman Browning that the City Attorney be instructed to advertise
for a public hearing to be set at the earliest possible date to reconsider the conditional
land use of the Baptist Church and Jehovah Witnesses that was previously approved on
July 21, 1975 and that was set aside on August 4, 1975. Seconded by Councilman Hunter.
Discussion. Vote on the motion: Councilman Hunter, aye; Councilman Hendrix, ayeJ
Councilman Daniels, aye; Councilman Van Eepoel, no; Councilman Browning, aye; motion
carried.

public hearing for the budget. Seconded by Councilman Hendrix. Discussion. Vote on
