CITY OF WINTER SPRINGS
HARCll 31, 1975
The Regular Session of the City Council of the City of Winter Spring., Florida
was called to order by lJayor Troy Piland. The invocation was given by Councilman
Irwin Hunter. The pledge of allegiance to the flag va. led by CouacUman Frank:
Durrance.

)lotion was made by Councilman Daniels to approve the minutes of March 24, 1975
with one correction on Page 1, paragraph that begins, "Motion was made by Couacilman
Durrance to request Western Land -.econd .enteace the word parameter should be changed
to parameters". Seconded by CouacUman Browning. Discussion. Vote on the motion:
Councilman Hunter, aye; Councilman Durrance, aye; CO\'ll'lcilman Daniels, aye;
Councilman Van Bepoel, yes; Counci_n Browning, ayeJ motion carried.
Hr. Darrell Dilmore from the County Planning Department was here to see if
the Council supported the idea of the county-wide drainage study and the
drainage team. Councilman Daniels did not support the stucly, but Councilman
Van Eepoe1, Councilman Durrance and Councilman Browning were for the study.

Coaaissioner Mike Hattaway and Gary Kaiser discussed the Hutual Fire Aid
Agre..ent. Councilman Daniels expressed his concern about the capabUity
of the County to provide fire protection at the moment. 1Ir. K.aiser pointed
out the various locations of the fire .tations and their proximity to the
City; future plans for additional equipment were also discussed.
Motion was made by Councilman Durrance that the City of Winter Springs join
hand. with the County and adopt this Mutual Fire Aid Agr....nt. Seconded by
Councilaan Hunter. Discussion. Vote on the motion: Councilman Hunter, aye;
Councilaan Durrance, aye; Councilman Daniels, aye; Councilman Van Bepoe1, yes;
Councilman Browning, ay.; motion carried.
Reverend Bentzinger of the S.venth Day Adventist Church and Mr. Lauren Fardulis
were pruent to eli.cuss the possibility of a long tara 1.... agreement on a
piece of property that Floricla Land i. to donate to the City a. a Park. ney
plan to buUd . Recreational Facility, but as this land has Bot yet been deeded
to the City, no action was taken.
Kr. Ernest Hendrix informed Council that the new civic organization has been
formed, the Wiater Spring. JayCees. He reque.tecl perai.sion to use the
aecreation Builcling on North Bdg_n Av.... for their aeeti._, anel in return
they woulel atteapt to fix up the buildi~. Hr. Fred Rol>>ert. i. to check the
.elaMule to see if the builtiBg is available on Wedaesclay night.. Councilman
Hunter also a.ked to find a location in the .chedule for Cub Scout Pack 196 to

Hayor Piland recessed the Regular Session and opened the Public Hearing for
Ordinance No. 116 and Ordinance No. 117, amendments to the Budget. Attorney
Breck read the first reading of both orcl1.Dances. Hr. Daniels spoke for the
ordinances. No one spoke aga1.D8t th... Mayor Piland closed the public hearing
and reccmvened the Council Meeting.
Hotion was ..a by COuncilman Durrance to adopt Ordinance No. 116 and Ordinance
Ro. 117 on the first reading. Seconded by Councilman Van Eepoel. Discussion.
Vote on the motion: Councilman Hunter, aye; Councilman Durrance, aye;
Councilman Daniels, aye; Councilman Van lepoel, yes; Councilman Browning, aye;
motion carried.
In discussion of acceptance of the Municipal Complex, Mr. Daniels read a list
of descrepancies (copy is attached to the aiDutes). 1Ir. Bradshaw is to get
together with Architect, Mr. Bob K.och, and Builder, ugaard Juerg8D8on to have
these corrected and report back to Council.
Captain Chute of the Planaing COIIDission has asked that secretarial services
be providecl for the Planaing CoIDission meetings. Councilmall Hunter is to ask
Mrs. Raley if she is available on Tuesday evenings to take the lIliDutes, and
then report back to Council.

KotioD was made by Councilman Browning to set a time to adjourn at 10:00 p. m.
Seconded by Councilman BUIlter. Discussion. Vote on the motion: Councilman
Hunter, aye; COunCi1maD Durrance, aye; COuncilman Daniels, aye; Councilman
Van Bepoel, yes; Coucilman Browning, aye; motion carried.
There was a discussion of changing the color of the fire trucks from Ume yellow
to red and white.
Motion was made by Councilman Browning to establish red and white as the color
for Winter Springs Pire Trucks. Seconded by Councilman Durrance. Discussion.
Vote on the motion: Councilman Huter, no; Councilman Durrance, no; Councilman
Daniels, yesJ Councilman Van Eepoel, no; Councilman Browning, yes; motion failed.
couneilmal1 Browning discussed the problem of identifying the building from. the
roadway as the Municipal Building.
Kotion was made by Councilman Browning that the building be iantified on the South
Wall as Winter Springs Hunicipal Building; over the yellow door, City Hall; over
the bay doors should be Winter Springs Pire Station Ro. 1; over the Police door,
Police Depart1lleDt; and Entrance. SeconcJed by Councilman Van lepoel. Discussion.
Vote on the motion: Councilman Hater, no; Councilman Durrance, no; Councilman
Daaiels, yes; Couneilmal1 Van lepoel, yes; Councilman Browning, yes; motion
carried. Councibaan Hunter indicated during discussion ke felt the money could be
spent better elsewhere.
Kotion was made by Councilman Hunter to transfer $100.00 from Line Code IOU, 303
and 365 of the Planning & Zoning Department to Line Code 315. Seconded by
Councilman Browning. Discussion. Vote on the motion: Councilman Hunter, aye;
Councilman Durrance, aye; Councilman Daniels, aye; Councilman Van Eepoel, no;
Councilman Browning, aye; motion carried.

~ Councilman Van lepoel reported the trac:tor is in need of repairs.
Motion was made by Counc:ilman Van Eepoel to repair the trac:tor not to exceed $500.00.
