DECALS FOR CITY VEHICLES
On July 29,1974, ~he Police Commissioner presented a list of proposed
expenditures to the Council during a workshop session. The list included
new distinctive decals for city v,hiclesfor the police and fire departaents.

After the vote approving the total page of expenditures, qualified
by the discussion on one standardized design, Mr. Outlaw presented a
motion that we "accept one city logo for all the vehicles. If Hr. Booth
replied "would you hold that-off til nut week," 1mply1Dg'that he
intended to report back' to Councll the next week. Based on that comaent

On September 30th at the end of the C~uncil meeting I asked
Mr. Booth, I'What is the status of the decals?" He remarked to the
Police Chief, to the effect, that he wants to know the status of the
decals. My impression of this brief conversation was that he did not
know the current status. However" I found that I was being misled
because on the following Wednesday afternoon when I was contering with
the City Clerk on city finances, I discover$d that a c)leck had been
processed that very day (October 2,1974) ,for $530.00 to pay for the
purchase of decals of three separate and distinct designs -- one for
police, one for fire,and. one far, other city Y$h1eles_ I asked to
see the purchase omerard. found that ~. OuUaw (the prev19.-
FinaneeCommissioner) ,had' written "Jo" on it and placed his initiala.
Nevertheless it conta..ined the $1gnat~es of three Councilmen, Mr. Booth.
Mr. Hunter, and Mr. Browning. TheClt1Clerk sa1dtbe pt.1rChaseordor,
had been presented to her for payment.
I believe this action was in violation of the Council's expressed
desires on 'July 29th, and that the matter was ~ed:1n' this fashion
to preclude open discussion at the Council table, I further believe
theaetion was . sneaky , unethical, an4. intended to both mislead and
decievethe residents of the city. I feel that expenditure ,of city
monies in this fashion, ancIfor these items, is a needless waste of
ei ty taxpayers 'money ,dol.lars that no citizen can afford these days.
