REGULAR SESSION

CITY OF WINTER SPRINGS
J1JLY 15, 1974
The Regular Session of the City Council of the City of Winter Springs,
Florida was called to order by Vice-Nayor Irwin Hunter at 7:01 p.m.
The Invocation was given by Vice-Eayor Irwin Hunter. The pledge of
allegiance to the flag was led by Councilman John Booth.
Roll Call:
Mayor Troy Piland, late
Vice-Mayor Irwin Hunter, present
Attorney ThoTIms Freeman, late
Councilmen:
David Outlaw, present
John Booth, present
Irene Van Eepoel, present
Donald Browning, late
Vice-Nayor Irwin Hunter recessed the Regular Session and opened the
Workshop Session to discuss the Budget. Total of the Police Dept.
budget was approximately $152,000.00; total Fire Department budget
~l>54, 625.00; total Finance budget $34,853.00; total Road 8: Bridge
budget $27,815.00; total Planning & Zoning budget $20,823.00;
total Court budget $10,400.00; total Office budget $67,800.00.
Total of all budgets, #368,316.00.
Nayor Piland closed the vJorkshop Session and reconvened the Regular
Session. Mayor Piland scheduled a Workshop Session for next week..

Motion was made by Councilman Browning to approve the minutes of
July 8, 1974. Seconded by Councilman Booth. Vote on the motion:
Councilman Hunter, aye; Councilman Outlaw, aye; Councilman Booth,
aye; Councilman Van Eepoel, yes; Councilman Browning, aye; Motion
carried.
IJiayor Piland recessed the Regular SeE! sion and opened the Public
Hearing for the Second Reading of Ordinance No. 103 by Title Only.
Discussion.
Mayor Piland closed the Public Hearing for Ordinance No. 103 and
called the Regular Session bank to order.
Motion was made by Councilman Hunter to accept the Second Reading
of Ordinance No. 103. Councilman Booth seconded. Discussion.
Hotion was made by Councilman Outlaw to amend the motion to change
Ordinance No. 103 to include Z Public Hearings for everyone.
Seconded by Councilman Van Eepoel. Discussion.. Vote on the
amendment: Councilman Hunter, no; Councilman Outlaw, aye; Councilman
Booth, aye, Councilman Van Eepoel, yes; Councilman Browning, no.
Motion carried on the amendment.

for Ordinance No. 106. Attorney Freeman read Ordinance No. 106 -
Ad Valorem Tax~ A petition with a list of names of property
owners of Winter Springs was presented to Council against Ad
Valorem Tax. Discussion.,
Mayor Piland closed the Public Hearing and opened the Regular Session.
Motion was made to continue the Public Hearing for Ordinance No.
106 next Monday at 7:30 p.m. Seconded by Councilman Browning.
Vote on the motion: Councilman Hunter, aye; Councilman Outlaw, aye;
Councilman Booth, absent; C01.mcilman Van Eepoel, yes; Councilman
Browning aye. Motion carried.
Mayor Piland recessed the Regular Session and opened the Public
Hearing for Ordinance No. 107., Attorney Freeman read Ordinance No..
107 - RC-l Zoning. Discussion. Mayor Piland closed the Public
Hearing for Ordinance No. 107 and reconvened the Regular Session.
Motion was made by Councilman Van Eepoel to adopt Ordinance No. 107
on the first reading. Councilman Outlaw seconded the motion..

Motion was made by Councilman Browning to amend the original motion
to take horses and ponies out of the permitted uses and 3/4 acre
and allow for exception for less than 3/4 acre. Councilman Punter
seconded the motion. Vote on the motion: Councilman Hunter, aye;
Councilman Outlaw, no; Councilman Booth, absent; Councilman Van
Eepoel,no; Councilrrcan Browning, aye; Mayor Piland, yes. Motion
carried.
Mayor Piland called for a vote on the Original Motion: Councilman
Hunter, aye; Councilman Browning, aye; Councilman Outlaw, aye;
Councilman Booth, absent; Councilman Van Eepoel, yes. Motion
carried.
Mayor Piland recessed the Regular Session and opened the Public
Hearing for Change of Zoning in the Ranchlands from RlAA to RlAAA.
No one spoke against the Change of Zoning.
Nayor Piland closed the Public Hearing for the Change of Zoning.
Motion was made by Councilnwn Van Eepoel to continue the Public
Hearing for the Change of Zoning in two weeks, July 29th. Seconded
by Councilman Browning. There was no vote on the motion.
Iv~otion was made by Councilman Browning to a journ, seconded by
Councilman Outlaw. Hotion carried.
