CITY OOUNCIL
CITY OF WINTER SPRINGS
MAY 13, 1974 !
The Rqular Session of the City Council of the City of Winter Springs, Florida
wascualled to order by Mayor Piland at 7 :30 p. m. The invocation was given by
Reverend Peterson. The pledge of allegiance to the flag was led by Councilman
David Outlaw.
Roll Call:

Donald Browning, present
Mayor Piland recessed the Regular Session and opened the Workshop Session to
discuss budgets. The Police Budget was discussed; the total $213,428.30. This
will be discussed again next week at a Workshop Session, and it was requested of
Council to make necessary adjustments at that time.
Mayor Piland reconvened the Regular Session.
Motion was made by. COUllcilman Browning to approve the minutes of May 6, 1974.
Seconded by COuncilman Booth. Discussion.
Motion was made by Councilman Booth to amend the minutes of May 6, 1974, on the
third page, paragraph 5, to reDOVe the word "acting". Seconded byCo_cU..an
Hunter. Discussion. Vote on the amendment: Couucilman Hunter, aye; Couucilman
Outlaw, aye; Councilman Booth, aye;Couucilman Van lepoel, yes; Councilman
Browning, aye; 1DOt10n carried.
Vote on the main motion: Councilman Hunter, aye; Councilman Outlaw, aye;
Couucilman Booth, aye; Councilman Van Eepoe1, yes; Couucilman Browning, aye;
1IlOtion carried.
Mayor Piland recessed the Regular Session and opened the Public Hearing for
Ordinance No. 97. Mayor piland read the notice that was published in the newspaper
and the Ordinance No. 97 in its entirety. Mrs. Betty Eastham, Vicki Baker and
Victor Miller spoke for the ordinance. Mrs. John Daniels spoke against the
ordinance.
Mayor Piland closed the public hearing and reconvened the Regular Session.
Motion was made by Councilman Outlaw to accept Ordinance No. 97. Seconded by
Councilman Booth. Discussion. Vote on the 1IlOtion: Couucilman Hunter, aye;
Councilman Outlaw, aye; COuncilman Booth, aye; Councilman Van lepoel, yes;
Councilman Browning, aye; 1IlOtion carried.
Motion was made by Councilman Booth to have the second reading of Ordinance No. 102
by title only. Seconded by Couucibaan Huuter. Discussion. Vote on the motion:
Councilman Hunter, aye; Councilman Outlaw, aye; Couucilman Booth, aye; Councilman
Van lepoel, no; Councilman Browning, aye; motion carried.
Mayor Piland read the second reading of Ordinance No. 102 by title only.

Motion was made by Councilman Outlaw to accept Ordinance No. 102 by title only.
Secoaded by Councilman Hunter. Discussion. Vote on the -.otion: Councilman Hunter,
aye; Councilman Outlaw, aye; Councilman Booth, aye; Councilman Van lepoel, no;

Mayor Piland read Ordinance No. 103 in its entirety.
Motion was made by Councilman Booth to table Ordinance No. 103 for one week.
Discasion. Vote on the moti011: Councilman Hunter, aye; Councilman Outlaw, no;
Councilman Booth, aye; Councilman Van lepoel, yes; Councilman Brownlng, no;
motion carried.
Motion was made by Councilman Browning that we instruct the Mayor to contract
with the County for grading the eight miles of sand roads twice monthly 1n the
last four months of the fiscal year and have available on an as-needed basis
patch crews and ditch cleaD1ng labor crews. Seconded by Councilman Van .Bepoel.
Discusslon. Vote on the motion: Councilman Hunter, aye; Councilman Outlaw, aye;
Councilman Booth, aye; Councllman Van lepoel, yes; Councilman Browning, aye;
motion carried.
Motion was made by Councilman Booth to allow Mr. Hunter to set up a contest within
the City for the Youth of the City to name the park off North Edgemon Avenue.
Seconded by Councilman Hunter. Discussion. Vote on the motion: Councilman Hunter,
aye; Councilman Outlaw, aye; Councilman Booth, aye; Councilman Van lepoel, yes;
Councilman Browning, aye; motion carried.
Mr. John Daniels read the minutes of the Board of Adjustment Meeting of May 10,
1974.
Council was asked to set the dates for the Clean-up - Fix-up Week.
Opening of the bids for the City Hall will be 3:30 May 30, 1974. Mayor Piland
is to find out if a special Council Meeting will have to be called.
Motion was made by Councilman Van Eepoel to adjourn. Seconded by Councilman
Hunter. Discussion. Motion carried.
