CITY OF WINTER SPRINGS
FEBRUARY 4, 1974

The Regular Session of the City Council of the City of Winter Springs, Florida
was called to order at 7:30 p. m. A pledge of allegiance to the flag was led
by Attorney Thomas Freeman.
Roll Call:
Mayor Roy McClain, present
Vice-Mayor Troy Piland, present
Attorney' Thomas Freeman, present
Councilmen:
Irwin Hunter, present
David Outlaw, Present
John Booth, present
Irene Van Eepoe1, present
Motion was made by CounciLman Van Eepoe1 to approve the minutes of January 16th as
amended. Seconded by Councilman Piland. Discussion. Vote on the motion: CounciLman
Hunter, aye; CounciLman Outlaw, absent; Councilman Booth, aye; Councilman
Van Eepoe1, yes; Councilman Piland, aye; motion carried.
Motion was made by CounciLman Hunter to approve the minutes of January 28, 1974.
Seconded by Councilman Piland. Discussion. Vote on the motion: CounciLman Hunter,
aye; Councilman Outlaw, absent; CounciLman Booth, aye; Councilman Van Eepoel,
yes; Councilman Piland, aye; motion carried.
Fire & Recreation Report, Councilman Hunter reporting:
The monthly Fire Department Report was read. Councilman Hunter said Florida
Land Company has agreed to fence the tot lot at the Recreation Park.

Motion was made by Councilman Hunter that a letter of thanks be sent to
Florida Land Company upon completion of the donation of the fence around the
tot lot; also, a letter to Councilman Booth for his diligence in pursuing this
donation. Seconded by Councilman Piland. Discussion. Vote on the motion:
Councilman Hunter, aye; Councilman Outlaw, absent; Councilman Booth, aye;
Councilman Van Eepoe1, yes; Councilman Piland, aye; motion carried.
Police & Health Report, Councilman Booth reporting:
Councilman Booth gave the monthly Police Department Report, and AnUnal Control
Officer Report.
Planning & Zoning Report, Councilman Van Eepoe1 reporting:
Councilman Van Eepoe1 reported there was an interesting Zoning Board Meeting
Thursday January 31, 1974. Residents of the Ranchlands would like Council to
take action as soon as possible.
Road & Bridge Report, CounciLman Piland reporting:
Councilman Piland gave the monthly report of hours worked by the City Maintenance
Man. ::Renta1 equipment charge from the County Road Dept. for the Grade All
would be $67.50 per day and for the Motor Grader would be $60.06.
Mayor's Report, Mayor McClain reporting:
There will be a CALNO Meeting on Wednesday, Feb. 6, at Casselberry City Hall,
and a meeting with the County Commissioners at Casselberry City Hall on
Thuusday, Feb. 7, 6 p. m.
Mrs. Wanda Sasser presented a petition signed by 109 residents, supporting the
work and dedication of Councilmen Irwin Hunter and John Booth.

Motion was made by Councilman Piland that we approve final plans for paving,
drainage, water systems and sanitary systems for Hacienda Village, Phase II
as presented. Seconded by Councilman Booth. Discussion. Vote on the motion:
Councilman Hunter, aye; Councilman Outlaw, absent; Councilman Booth, aye;
Councilman Van Eepoel, yes; Councilman Piland, aye; motion carried.
Councilman Hunter and Councilman Booth thanked all the citizens that signed
the petition.
Motion was made by Councilman Van Eepoel that we publish notice in the
newspaper (Sanford Herald) that there will be a public hearing on a change
of zoning from RU to PUD, (requested by Calbert Devel.Corp.) set for
March 4, 1974, 7:30 p. m. at the City Hall, and that this time we meet
all the provisions of the ordinance. Seconded by Councilman Piland.
Discussion. Vote on the motion: Councilman Hunter, aye; Councilman Outlaw,
absent; Councilman Booth, aye; Councilman Van Eepoel, yes; Councilman Piland,
aye; motion carried.
Motion was made by Councilman Piland to instruct the City Attorney to publish
notice of intent to enact Ordinance No. 96. (Setting up fees for Zoning Board
Members) Seconded by Councilman Hunter. Discussion. Vote on the motion:
Councilman Hunter, aye; Councilman Outlaw, absent; Councilman Booth, aye;
Councilman Van Eepoel, yes; Councilman Piland, aye; motion carried.
Motion was made by Councilman Piland to adjourn. Seconded by Councilman Booth.
Motion carried.
A Workshop Session was called to order and Mr. Bob Koch, Architect, for the
proposed City Hall Complex gave a presentation of the proposed City Hall,
Fire Station, and Police Station Complex.
Each Councilman is to be given a copy of Ordinance No. 16 to make any
changes he feels necessary, then the Attorney will incorporate these changes
into an ordinance.
Meeting was adjourned.
