He: Final review of Winter Springs Unit 3 and
Winter Springs Bowevard - Our Job No. 180
Dear Mayor Brown:
Approximately ten days ago we made a final inspection of Winter Springs
Unit 3 and Winter Springs Boulevard from Northern Way eastward to
Howell Creek with Charles True, of the Development Company, and
Walter Sewell of Myers Construction Company.

With the exception of the following items the projects noted above have
been completed as per the plans and specifications prepared by Clark,
Dietz and Associates.
1. No headwall has been constructed on the 36" outlet pipe East of
Shetland and Dyson Drive as a result of the request of the
adjoining property Owner that storm water be directed around
a small lake. It is our understanding from Mr. True, that the
developing company is presently attempting to obtain a new .
easement to divert this water around the Duda property as
requested and Northward back onto the developing company
property. Therefore, until this matter is resolved we feel that
it is best not to construct this headwall.

2. Not all of the grass that has been planted in the right of way is
growing and it should again be inspected next Spring or Summer
in order to check on the germination of the seeds. At that time
the developer may need to provide some additional seeding of
the right of ways.
In addition to the developer providing the (~ maintenance bond for
the streets and storm drainage system, we believe he should either provide
a bond or escrow at least two thousand dollars ($2, 000. 00) for the construct-
ion of the headwall that has not been built on the Eastside of the property.

Perhaps it might be well to increase the maintenance to cover the additional
seeding that may be necessary although, this item in all probability will not
be 'very expensive. We believe the additional seeding could be accomplished
at a cost not to exceed fifteen hundred dollars ($1,500.00).
Subject to the developer putting up the necessary bonds for maintenance and
the uncompleted construction noted herein, we herewith approve and recom-
mend the acceptance of the streets and storm drainage system in Winter
Springs Unit 3 and Winter Springs Boulevard from Northern Way to Howell
Creek. Should you have any further questions or need additional information
please let us know.
