A pledge of allegiance to the flag was led by Councilman Miller. Roll Call: Mayor Granville Brown, absent Vice-Mayor Troy Piland, present Act.ing City Attorney Edmund Woolfolk, present Councilmen: Vietor Miller, present Vicki Baker, present John Booth, present Cliff Jordan, present Motion was made by Councilman Miller to approve the minutes of November 28, 1973. Seconded by Councilman Baker. Discussion. Vote on the motion: Councilman Miller, aye; Councilman Baker, aye; Councilman Booth, aye; Councilman Jordan, aye; motion carried. Zoning & Industrial Report, Asst. Comaissioner Booth reporting: The Planning & Zoning Board RecOlllDendations of November 29th were read and discussed. - Motion was made by Councilman Miller that the original request for annexation by Mr. Battaway be denied. Seconded by Councilman Booth. Discussion. Vote on the motion: Councilman Miller, aye; Councilman Baker, aye; Councilman Booth, aye; Councilman Jordan, aye; motion carried. Motion was made by Councilman Miller that we approve the final plats of the Highlands, Sections 4 & 5. Seconded by Councilman Jordan. Discussion. Vote on the motion: Councilman Miller, aye; Councilman Baker, aye; Councilman Booth, aye; Councilman Jordan, aye; motion carried. Motion was made by Councilman Jordan to place Ordinance No. 94 on the agenda. Seconded by Councilman Baker. Discussion. Vote on the motion: Councilman Miller, aye; Councilman Baker, aye; Councilman Booth, aye; Councilman Jordan, aye; motion carried. Health & Recreation Report, Councilman Booth reporting: Counci1man Booth read the monthly Rea1th & Recreation Report. Motion was made by Councilman Baker to put the lease for the Community Building on the agenda. Seconded by Councilman Jordan. Discussion. Vote on the motion: Councilman Hiller, aye; Councilman Baker, aye; Councilman Booth, aye; Councilman Jordan, aye; motion carried. Road & Bridie Report, Councilman Jordan reporting: Councilman Jordan read the monthly finance report of the Road & Bridge Depart- ment. ,- Motion was made by Councilman Jordan that Council authorize the expenditure of $500.00 of the road grading money during the month. Seconded by Councilman Booth. Discussion. Vote on the motion: Councilman Hiller, aye; Councilman Baker, aye; Councilman Booth, aye; Councilman JOrdan, aye; motion carried. - -" ,- Reiular Session, December 5, 1973 Paie 2 73-74 - 9 Police & Fire Report, Councilman Miller reporting: Motion was made by Councilman Miller that Mrs. Juanita Harper be hired on as police dispatcher at an annual salary of $6,000.00 effective December l5, 1973, and Ricky Sheaffer be proaoted to patrolman at an annual salary of $7,000.00 effective December 15, 1973. Seconded by Councilman Baker. Discussion. Vote on the motion: Councilman Miller, aye; Councilman Baker, aye; Councilman Booth, aye; Councilman Jordan, aye; motion carried. Motien was made by Councilman Miller that the balance of the radar unitt~ in ...the amount of $406.70, be paid off. Seconded by Councilman Booth. Discussion. Vote on the motion: Councilman Hiller, aye; Councilman Baker, aye; Councilman Booth, aye; Councilman Jordan, aye; motion carried. More bids were requested for the installation of the antenna system for the radios for the Fire Department. Genaw Electric's bid was $500.00 for installation. Motion was made by Councilman Miller to have a second telephone line installed at the Police Departaent. Seconded by Council_n Baker. Discussion. Vote on the aotion: Councilman Miller, aye; Councilman Baker, aye; Councilman Booth, aye; Councilman Jordan, aye; motion carried. - Finance & Election Report, Councilman Baker reportini: The election results at the December 4, 1973 election were as follows: 308 votes cast and one absentee. Mayor, Granville Brown, 132 and Roy McClain 171; Group l, Reginald Alford 87; Irwin Hunter 120, Winton R. Hurt 82; Group 2, Vicki Baker, 124; David Outlaw 173; Group 4, Howard Allard l38; Irene Valllepoel 164. Vice-Mayor Troy Piland introduced the Mayor-elect and Councilman-elect who will take office January 2, 1974. Mayor's Report, Vice-Mayor Trey Piland reporting: Vice-Mayor Troy Piland has contacted TOR Napier in Tallahassee in reference to the state bid procedure, and Hr. Piland is awaitini the paperwork. Motion was made by Councilman Miller that we accept the Certified Public Accountant's report for the year endiq September 30, 1973. Seconded by Councilman Baker. Discussion. Vote on the motion: Councilman Miller, aye; Coacilman Baker, aye; Councilman Booth, aye; Councilman Jordan, aye; motion carried. Acting City Attorney Edaund Woo1f.l~ read the second readini of Ordinance No. 93 by title only. Motion was made by Coun~ilman Booth to approve Ordinan~e No. 93 on the second readiq by title only. Seconded by COU1lcitman Baker. Discussion. Vote on the motion: Coun~ilman Hiller, aye; Councilman Baker. aye; Councilman Booth, aye, Councilman Jordan, aye; motion carried. Mr. Zaccarello of H & W Refuse Service was present to discuss his iarbage contract. .-. Ue will present a new contract next week for the Council to review. Motion was asde by Councilman Baker to table the Aareement for Use of the County Dog Pound for one week. Motion was made by Couneibun Baker to set up a public hearing for Ordinance No. 94. Secon c1ed by Counci1maa Booth. Discussion. Motion was made by Councilman Baker that we instruct the Mayor to execute the lease for the Community Building. Seconded by Councilman Booth. Discussion. An amendment to the motion was mada by CouncibDan Jordan that the City provide a survey and legal description on the property set forth in the lease. Seconded by Counciblan Miller. Discussioa. Vote on the amendment to the motion: Councilman Hiller, aye; Councilman Baker, aye; Councilman Booth, aye; CouncibDan Jordan, aye; motion carried.
