REGULAR SESSION
CITY COUNCIL
CITY OF WINTER SPRINGS
OCTOBER 17, 1973
The Regular Session of the City Council of the City of Winter Springs, Florida
was called to order by Mayor Brown at 7:30 p. m. A pledge of allegiance to the
flag was led by Councilman Booth.
Roll Call:
Mayor Granville Brown, present
Vice~ayor Troy Piland, present
Attorney Thomas Freeman, present
Councilmen:
Victor Miller, present
Vicki Baker, present
John Booth, present
Cliff Jordan, present
Motion was made by Councilman Miller that we approve the minutes of October 10,
1973. Seconded by Councilman Jordan; discussion. Vote on the motion: Councilman
Miller, aye; Councilman Booth, aye; Councilman Jordan, aye; Councilman Piland, aye;
motion carried.
Motion was made by Councilman Miller that the City adopt a resolution advertising
for annexation of the Hattaway property. Seconded by Councilman Booth. Discussion.
Vote on the motion: Councilman Miller, aye; Councilman Baker, aye; Councilman
Booth, aye; Councilman Jordan, aye; Councilman Piland, aye; motion carried.
Mr. Lee Barrett, of the Southeastern First National Bank of Maitland, discussed
the money for financing the proposed City Hall.

Motion was made by Councilman Baker to pay the $52.50 which is the
of settlement of the case of Bachelor vs. City of Winter Springs.

Motion was made by Councilman Miller that we disapprove the engineering plans
on Highlands Sec. 4 & 5. Seconded by Councilman Booth. Discussion.
Motion was made by Councilman Jordan to table the decision on the Highlands
Sec. 4 & 5. Vote on the motion: Councilman Miller, no; Councilman Baker, no;
Councilman Booth, no; Councilman Jordan,aye; Councilman Piland, no; motion
failed.

Motion was made by Councilman Piland that we instruct the building official to
issue the permits that were in question last week pertaining to Indian Ridge,
First Phase. Seconded by Councilman Baker. Discussion. Vote on the motion:

Motion ~.ras made by Councilman Jordan to instruct the City Attorney to prepare an
agreement with Florida Land Company and William Carroll relating to putting in the
improvements of this drainage outfall system. Seconded by Councilman Baker.

Councilman Booth, aye; Councilman Jordan, aye; Councilman Piland, eye;
motion carried.

an ordinance requiring final approval by the City Council On all engineering plans
for all zoned property within the city. Seconded b~' Councilman Jordan. Discussion.

Mr. Ray Bradshaw was present as per Council's request.
Motion was made by Councilman Baker that we table this for two weeks in order for
the people to have a chance to talk to Mr. Bradshaw. Vote on the motion: Councilman
Hiller, aye; Councilman Baker, aye; Councilman Booth, aye; Councilman Jordan, aye;
Councilman Piland, aye; motion carried.
Motion was made by Councilman Baker that we dispense with the 10:00 p. m. deadline
for this meeting. Seconded by Councilman Miller. Discussion. Vote on the motion:
Councilman MIller, aye; Councilman Baker, aye; Councilman Booth, aye; Councilman
Jordan, no; Councilman Piland, no; motion carried.
Motion was made by Councilman Jordan to adjourn. Seconded by Councilman Piland.

Motion was made by Councilman Miller that a resolution be drawn by the City Attorney
that the School Board is willing to donate 25 feet for the right-of~.ray on David
Street for Hyde Supply, Inc. Seconded by Councilman Booth. Discussion. Vote on the
motion: Councilman Miller, aye; Councilman Baker, aye; Councilman Booth, aye; Council-
man Piland, aye; motion carried.
Mayor Brovm discussed the Tallahassee Seminar and gave copies of his report to each
Councilman.
Mayor Brol-ffi advised Council that Vice-Hayor Troy Piland has been des ignated as voting
delegate at the Florida League Convention.
Notion Has made by Councilman Eaker that .1e allocate $ 50.00 to send the Police Chief
to the Forestry School. Seconded by Councilman Booth. Discussion. Vote on the motion:

Piland, aye; motion carried.
Hotion vTaS made by Councilman Hiller that Ptlmn. Hackett be promoted to Sergeant at
an annual salary of $7,600. Seconded by Councilman Booth. Discussion. Vote on the
mot ion: Councilman Niller, aye; Councilman Baker, aye; Councilman Booth, aye; Council-
man Pi,land, aye; !'lotion carried.
