REGULAR SESSION
CITY COUNCIL
CITY OF WINTER SPRINGS
SEPTEMBER 12, 1973
The Reaular Session of the City Council of the City of Winter SpriD&s, Florida
was called to order by Vice-Mayor Troy Piland at 7 :30 p.a. A pledae of
alleatance to the flaa was led by Councilman Baker.
Roll Call:
Mayor Graaville Brown, absent
Vice-Mayor Troy Piland, present
Attorney Thomas Freeman, present
Counci1aen:

John Booth, present
Cliff Jordan, present
Motion was made by Councilman Miller to approve the minutes of Sept8Bber 5, 1973.
Seconded by Councilman Booth. Discasi.n. Vote on the motion: Councilman Hiller,
aye; Councilman Baker, aye; Councilman Booth, aye; Councilman Jordan, aye; motion
carried.
Motion was made by Councilman Hiller to approve the 1973-74 Budaet. Seconded by
Councilman Booth. Discussion. Vote on the motion: Councilman Hiller, aye;
Councilman Baker, ayeJ Councilman Booth, aye; Councilman Jordan, aye; motion
carried.
Vice-Mayor Troy Piland recessed the Council Heetina at 7 :33 p. a. and opened
~ the Public Bearina for Southeastern Metal Craft Co. This was a request for
alUlexation of 1.4 acres of land located at the southwest iatersection of Wade
Street and Old S81lford-OViedo Road to be zoned C-2 by Southeastern Metal Craft, Inc.
Hr. Fre-.an read the notice of publie hearina that was published in the Sanford
Herald.
Mr. Rance, president of Southeastern Metal Craft COIIpany was present to speak
for the annexation. No one spoke aaainst the annexation.
Vice-Mayor Troy Piland closed the Public Hearina at 7:50 p. m. and recoavened the
Council Meetina.
Motion was made by Councilman Booth that we annex this property and instruct the
attorney to draw up the necessary paperwork. Seconded by Councilman Miller.
Discussion. Vote on the motion: Councibuu Miller, aye; Councilman Baker, aye;
CouncilDau Booth, ayeJ Councilman Jordan, aye; motion carried.
School Bus Shelters:
Councilman Jordan is to check with the Jaycees to see if they caB come up with
SOlIe proar.. to repair or rebuild the bus shelters.
Motion was made by Councilman Miller that the bus shelters be torn down. Seconcled
by Councilman Booth. Discussion. Vote on the motion: Councilman Hiller, aye;
Councilman Baker, aye; Councilman Booth, aye; Councilman Jordan, no; motion carried.

Tri-Party Aareeu&ent:
Motion was made by Councilman Miller that we approve the alreeaent subject to the
provision that the fence encompass the entire pond and the $10,000 Cash Bond.
Seconded by Councilman Jordan. Discussion.
Motion was made by Councilman Hiller to end debate. Vote on the motion: Councilman
Miller, aye; Councilman Baker, no; Councilman Booth, no; Councilman Jordan, no;
motion failed.
Vote on the motion: Councilman Miller, aye; Councilman Baker, no; Councilman Booth.
no; Councilman Jordan, aye; Vice-Mayor Troy Piland, aye; motion carried.
Purchase of Tractor:
Hotion was ..de by Councilman Jordan to advertise for bids for a new tractor.
Seconded by Councilman Baker. Discussion. Vote on the DlOtion:Councilman Hiller, aye;
Councilman Baker. aye; Councilman Booth, aye; Councilman Jordan, aye; motion
carried.
Motion was made by Councilman Miller to adjourn. Seconded by Councilman Booth.
Motion carried.
