REGULAR SESSION
CITY OOUNCIL
CITY OF WINTER SPRINGS
AUGUST '2., 1973
The Regular Session of the City Council of the City of Winter Springs, Florida was
called to order by Hayor BrOWR at 7:40 p. m. A pledge of allegiance to the flag was
led by CounciLman Booth.
Roll Call:
Hayor Granville Brown, present
Vice-+layor Troy Piland, present
Attorney Thomas Freeman, present
CouncUmen:
Victor Hiller, present
Vicki Baker, absent
John Booth, present
Cliff Jordan, present
Hot ion was made by Ceuacilman Hiller to appreve the minutes of August 15, 1973.
Seconded by C01lDCUman Booth. Discussion. Vote on the motion: Councilman Hiller,
aye; Councilman Booth, aye; Councilman PUand, aye; motion carried.
Hotion was made by Councilman Jordan to amend Ordinaace No. 87 to iaclude the
water meter charges as per the letter from North Orlando Water & Sewer Company of
Hay 24, 1973. Seconded by Couacilman Booth. Discussion. Vote on the motion:
Councilman Hiller, no; Councilman Booth, aye; Councilman. Jordan, aye;
Councilman Piland, aye; motion carried.

Hotion was made by Councilman Hiller to allow Florida Land Company to place their
mobile professional office north of their present office building for one year.
Seconded by Councilman Booth. Discussion.
An amendment to the motion was made by Councilman Jordan to allow Florida Land
Company to place their trailer for as long as the City occupies their offices.
Seconded by Councilman Piland. Vote on the amendment: Councilman Miller, no;
Councilman Booth, no; Councilman Jordan, aye; Couneil8lan Piland, aye; Hayor
Brown, no; amendment failed.
Vote on the motion: Councilman Hiller, aye; Couacilmaa Booth, aye; Councilman
Jordan, aye; Councilman Piland, aye; motion carried.
Mr. Freeman read the first reading of Ordinance No. 88 (School Board Annexation)
in its entirety.
Hotion was made by Councilman Piland to accept the first reading of Ordinance No. 88.
Seconded by Councilman Hiller. Discussion. Vote on the motion: Councilman Hiller,
aye; Councilman Booth, aye; Councilman Piland, aye; Councilman Jordan, no;
motion carried.

Hr. Freeman read the first reading of Ordinance No. 89 (Annexation for George
St. Laurent) in its entirety.
Motion was made by Councilman Booth to accept the first reading of Ordinance No. 89.
Seconded by Councilman Miller. Discussion. Vote on the motion: CouncUman Hiller,
aye; Councilman Booth, aye; Couacilman Jordan, aye; Councilman Piland, aye; motion
carried.

Hotion was made by Councilman Piland to instruct the attorney to amend Ordinance
No. 51, Page 10, Section Ten, paragraph 7 as follows: a permit to park a trailer
from $5.00 to $25.00; require electrical inspection of coach comlection, coach
power distribution box and coach electrical outlets rate of $.50 per $1,000
valuation. Seconded by Councilman Booth. Discussion. Vote on the motion: Council-
man Hiller, aye; Ceuncilman Booth, aye; Couneilman Jordan, aye; Councilman Piland,
aye; motion carried.
Hetion was made by Ceuncilman Hiller that we transfer $500 from the truck
payment fund into the Contingency Fund of the Fire Department Budget to hire a
public safety officer. Seconded by Councilman Booth. Discussion. Vote on the
motion: Councilman Hiller, aye; Councilman Booth, aye; Councilman Jorun, aye;
Councilman. Piland, aye; motion carried.
Hotion was made by Ceuncilman Piland to instruct the City Attorney to defend this
suit.(lachelorvs. City of Winter Springs for failure to pay telephone expense and
reasonable severance pay). Seconded by Councilman Hiller. Discussion.
Motion was made by Councilman Jordan to table this item. Vote on the motion:
Councilman Hiller, no; Councilman Booth, no; Councilman Jordan, aye; Councilman
Piland, no; motion failed.
Vote on the original motion: Councilman Miller, aye; Councilman Booth, aye;
Councilman Jordan, no; Councilman Piland, aye; motion carried.

Hotion was made by Councilman Miller to adjourn the meeting. Seconded by
Councilman Booth. Motion carried.
