REGULAR SESSION
CITY COUNCIL
CITY OF i.vINTER SPRINGS
JUNE 20, 1973
The Regular Session of the City Council of the City of Winter Springs, Florida
was called to order by Mayor Brown at 7:30 p. m. A pledge of allegiance to the
flag was led by Councilman Baker.
Roll Call:
Mayor Granville Brown, present
Vice-Mayor Troy Piland, present
Attorney Thomas Freeman, present
Councilmen:
Vicki Baker, present
John Booth, present
Victor Miller, absent
Cliff Jordan, absent
Motion was made by Councilman Booth to approve the minutes of June 4 and June 6,
1973. Seconded by Councilman Piland. Discussion. Vote on the motion: Councilman
Baker, aye; Councilman Booth, aye; Councilman Piland, aye; motion carried.
Mr. Freeman read the second reading of Ordinance No. 86 by title only.
Motion was made by Councilman Booth to approve the second reading of Ordinance
No. 86 by title only. Seconded by Councilman Baker. Discussion. Vote on the motion:
Councilman Baker, aye; Councilman Booth, aye; Councilman Piland, aye; motion carried.
Mr. Freeman read the second reading of Ordinance No. 87 by title only.

Motion was made by Councilman Baker to approve the second reading of Ordinance
No. 87 by title only. Seconded by Councilman Piland. Discussion. Vote on the
motion: Councilman Baker, aye; Councilman Booth, aye; Councilman Piland, aye;
motion carried.
Motion was made by Councilman Piland that we table Item No. 7 (letter from City
Engineer regarding Street cuts and the subdivision ordinance) until we receive

a report from the Planning and Zoning Board. Discussion. Vote on the motion:
Councilman Baker, aye; Councilman Booth, aye; Councilman Piland, aye; motion
carried.
Motion was made by Councilman Piland that we accept the Maintenance Bond for
streets, curbs and drainage of Section 5 of Unit 1. Sec onded by Councilman
Baker. Discussion. Vote on the motion: Councilman Baker, aye; Councilman Booth,
aye; Councilman Piland, aye; motion carried.
Motion was made by Councilman Piland that we accept the resignation of Mr. Freeman
as Municipal Judge. Seconded by Councilman Baker. Discussion. Vote=on the motion:
Councilman Baker, aye; Councilman Booth, aye; Councilman Piland, aye; motion
carried.
Mayor Brown recommended the appointment of Mr. Ned Woolfolk as City Judge.
Motion was made by Councilman Baker that we ratify the Mayor's recommendation
of Mr. Ned Woolfolk as City Judge. Seconded by Councilman Piland. Discussion.
Vote on the motion: Councilman Baker, aye; Councilman Booth, aye; Councilman
Piland, aye; motion carried.

Mayor Brown asked to transfer $600.00 from the Contingency Fund of the Office
Budget to Account No. 633 to pay the Judge at the rate of $100.00 per month.
Motion was made by Councilman Booth that we ratify the Mayor's request.
Seconded by Councilman Piland. Discussion. Vote on the motion: Councilman
Baker, aye; Councilman Booth, aye; Councilman Piland, aye; motion carried.
Mayor Brown read the letter to the Mayor and City Council of Casselberry
objecting to rezoning of a certain parcel of land for warehouses. Council
was in agreement with Mayor Brown in denying this rezoning.
Council agreed to buy 24 reels of tape for the tape recorder.
The City is in the process of starting to inventory all City property.
Mayor Brown gave a short CALNO Report.
Mayor Brown read the Proclamation for the Clean Up Program and proclaimed the
week of July 7th though July 14th as Clean Up, Paint Up, Fix Up Week.
Motion was made by Councilman Piland to instruct the Attorney to set up a
public hearing for the annexation of the school board property on SR 434.
Seconded by Councilman Booth. Discussion. Vote on the motion: Councilman
Baker, aye; Councilman Booth, aye; Councilman Piland, aye; motion carried.
Motion was made by Councilman Piland to table Item l4 (Budgets) until next
week. Vote on the motion: Couocilman Baker, no; Councilman Booth, aye;
Councilman Piland, aye; motion carried.
Motion was made by Councilman Baker to adjourn. Seconded by Councilman Booth.
Motion carried.
