REQUEST: The Community Development Department is providing the City Commission with a synopsis
and up-date on the history and the current status of the vision and implementation of the Town Center.
PURPOSE: The purpose is to first explain the difference between conventional and form-based codes,
and how these codes are used in facilitating the Town Center vision. In addition, staffwill address the Town
Center, the vision of the Town Center, the master plan, and how that master plan is implemented.

CONSIDERATIONS: For years, after each Commission election, the new Commission
conducted a workshop to acquaint the new members with the Town Center, the vision, the master
plan, and its implementation through the form-based Town Center Code. Traditionally, Dover-Kohl
and Partners, the City's primary Town Center consultant, made an interactive presentation to the
Commission. Additionally, the discussion usually included specific issues that had arisen through
the implementation of the Town Center Code. This year, the Commission directed staff to provide
the presentation.
