CITY OF WINTER SPRINGS
JULY 10, 1972
The Regular Session of the City Council of the City of Winter Springs was called to
order at 7:38 p.m. by Mayor Granville Brown. A pledge of allegiance to the flag
was led by Councilman Piland.

Motion was made by Councilman Fox to approve the minutes of June 5, 1972. Seconded
by Councilman Miller. Discussion. Vote on the motion: Councilman Roa.TrYll,, ay--;

Piland, aye. Motion carried.
Motion was made by Councilman Fox to accept the minutes of June 12, 1972. Seconded
by Councilman Miller. Discussion. Vote on the motion: Councilman Rowell, aye;
Councilman Sasser, aye; Councilman Fox, aye; Councilman Miller, aye; Councilman
Piland, aye; motion carried.
—Motion was made by Councilman Miller to accept the minutes of June 19, 1972. Seconded
Dy Councilman Fox. Discussion. Vote on the motion: Councilman Rowell, aye;
Councilman Sasser, aye; Councilman Fox, aye; Councilman Miller, aye; Councilman
Piland, aye. Motion carried.
Motion was made by Councilman Rowell to amend the minutes of June 26, 1972, page 3,
to read, "motion was made by Councilman Miller". Seconded by Councilman Sasser.
Discussion. Vote on the motion: Councilman Rowell, aye; Councilman Sasser, aye;
Councilman Fox, aye; Councilman Miller, aye; Councilman Piland, aye. Motion carried.
Motion was made by Councilman Miller to accept the minutes of June 26, 1972 as amended.
Seconded by Councilman Fox. Discussion. Vote on the motion: Councilman Rowell, aye;
Councilman Sasser, aye; Councilman Fox, aye; Councilman Miller; Councilman Piland, aye;
motion carried.

veral garbage complaints have been received. The Commissioner is to contact Mr.
Zaccarello to see what can be done about this problem.
Zoning & Industrial Report to be taken up later on the agenda.
Road & Bridge Report, Councilman Rowell reporting:
Councilman Rowell gave a report on the Maintenance Man of his work of the past
month.
Mayor's Report, Mayor Brown reporting:
Mayor Brown has been discussing the ten acres of Mr. Piloian for an industrial park.
Florida Land Company has about thirteen acres which might possibly be used for an
industrial park.
Mr. Freeman read the first reading of Ordinance No. 77, repealing of a section of
the City Charter.
Motion was made by Councilman Fox to accept Ordinanc e No. 77 for the first reading
in its entirety. Seconded by Councilman Miller. Discussion. Vote on the motion:
Councilman Rowell, aye; Councilman Sasser, aye; Councilman Fox, aye; Councilman
Miller, aye; Councilman Piland, aye. Motion carried.
Motion was made by Councilman Fox that we have the second reading of Ordinance No. 77
by title only. Seconded by Councilman Miller. Discussion. Vote on the motion:

Mr. Freeman read the second reading of Ordinance No. 77 by title only.
Motion was made by Councilman Miller that we accept Ordinance No. 77 for the second
and final reading by title only. Seconded by Councilman Fox. Discussion. Vote on
the motion: Councilman Rowell, aye; Councilman Sasser, aye; Councilman Fox, aye;
Councilman Miller, aye; Councilman Piland, aye. Motion carried unanimously.
Mr. Freeman read the first reading of Ordinance No. 78 pertaining to the vacating of
plats as requested by Florida Land Company.
Motion was made by Councilman Rowell to accept Ordinance No. 78 for the first reading.
Seconded by Councilman Fox. Discussion. Vote on the motion: Councilman Rowell, aye;
Councilman Sasser, aye; Councilman Fox, aye; Councilman Miller, aye; Councilman Piland,
aye. Motion carried.
Motion was made by Councilman Rowell to have the second and final reading of Ordinance
No. 78. Seconded by Councilman Fox. Discussion. Vote on the motion: Councilman
Rowell, aye; Councilman Sasser, aye; Councilman Fox, aye; Councilman Miller, no;
Councilman Piland, aye; motion carried.

Motion was made by Councilman Rowell to increase the pay of the patrolman to
$6,000.00 per year from $4,800.00. Seconded by Councilman Piland. Discussion.
Vote on the motion: Councilman Rowell, aye; Councilman Sasser, aye; Councilman Fox,
aye; Councilman Miller; Councilman Piland, aye. Motion carried.
Motion was made by Councilman Miller to accept the paving, drainage, water
distribution and sanitary sewage facilities of North Orlando Terrace, Unit One,
Sections One and Two. Seconded by Councilman Piland. Vote on the motion: Councilman
Rowell, aye; Councilman Sasser, aye; Councilman Fox, aye; Councilman Miller, aye;
Councilman Piland, aye. Motion carried.
Motion was made by Councilman Fox to instruct the attorney to check on the matter of
Occupational Licenses. Seconded by Councilman Miller. Discussion. Vote on the motion:
Councilman Rowell, aye; Councilman Sasser, aye; Councilman Fox, aye; Councilman Miller;
Councilman Piland, aye. Motion carried.
Motion was made by Councilman Fox that we approve the recommendation of the Zoning
Board as to the placement of fire hydrants and water facilities included therein
along Sheoah Boulevard as previously submitted. Seconded by Councilman Rowell.
Discussion. Vote on the motion: Councilman Rowell, aye; Councilman Sasser, aye;

Motion was made by Councilman Miller to pay the bills. Seconded by Councilman Rowell.

Motion was made by Councilman Fox to adjourn the meeting. Seconded by Councilman
